• Provide planning, execution, and analysis support for National Military Command System (NMCS) assessments and exercises across the NC3 portfolio. • Evaluate end-to-end command and control capabilities across the full spectrum of crisis operations. • Develop assessment requirements and objectives, analyze results to identify trends and enterprise risk. • Provide senior leadership with actionable recommendations to improve operational readiness and mission assurance. • Plan, execute, and analyze NMCS assessments and exercises. • Support preparation of Flag Officer/General Officer principals for senior forums.
• Lead COP-related planning, execution, assessment, sustainment, and modernization efforts • Serve as principal Joint Staff representative within the joint COP community • Engage CCMD stakeholders (JDNOs, JICOs) to synchronize requirements and resolve issues • Manage the COP Staff Assistance Visit (SAV) program across Combatant Commands • Maintain CJCSI governing the SAV program and supplemental guidance • Evaluate COP system performance, compliance, and data integration • Provide senior leadership with recommendations on operational risks, gaps, and opportunities • Support GCCS-J operational sponsorship and modernization • Coordinate in/out-brief materials, after-action reports, and action item tracking • Lead the annual COP Working Group and UNCLAS COP Working Group
• Assist the COP Manager in planning, coordination, and execution of COP-related activities. • Action day-to-day tasking and issue resolution across the COP community. • Support assessments, sustainment, and modernization of COP capabilities. • Integrate system, data, and stakeholder inputs to maintain COP accuracy and interoperability. • Provide COP technical expertise on the NMCC watch floor (GCCS-J, Agile Client, SAGE, etc.). • Lead capability demonstrations to agencies, offices, and partners. • Liaison with program management offices to resolve issues at critical sites. • Support C2 ancillary systems (URN DB, UID DB, NICKA). • Support the SAV program logistics and execution. • Provide operational insights and recommendations for enterprise decision-making.
• Manage, organize, and maintain data across NC3 and C2 portfolios. • Perform data validation, curation, and documentation for accuracy and completeness. • Support knowledge management by organizing operational and assessment information. • Track operational and assessment-related tasks. • Ensure data alignment with applicable policies, procedures, and enterprise standards. • Maintain SharePoint databases and repositories for C2 governance forums. • Support data-centric transformation of the J3 (Digital and AI Steward mission). • Prepare and manage information for decision-making and mission assurance. • Support deliverable tracking and version control.
• Lead development, review, and adjudication of NC3-related policy and governance processes. • Evaluate compliance and effectiveness across operational, assessment, and modernization activities. • Formulate policy recommendations to enforce standards, resolve cross-enterprise issues, and mitigate risk. • Establish and refine governance mechanisms, decision processes, and oversight constructs. • Advise senior Joint Staff leadership on policy impacts, gaps, and enterprise-level risks. • Lead coordination and staffing for policy documents and staffing packages (CJCSIs, CJCSMs, APCJCSs). • Develop recommended courses of action, responses, briefing materials. • Support forums: NC3 CPMR, NC3 IAPR, NLCC SSG, OPSDEPS, DMAG, TANK. • Maintain NC3 Portfolio Definition, Security Classification Guidance, Nuclear Posture Review supporting documents.
• Execute and track operational tasking across NC3 stakeholders • Integrate inputs from operational, technical, and policy communities • Develop recommendations to inform enterprise decisions supporting CJCS equities • Assess operational impacts, risks, and dependencies associated with NC3 activities • Advise senior Joint Staff leadership on execution issues, priorities, and courses of action • Monitor systems and programs for compliance with operational requirements and SLAs • Support NC3 exercises, assessments, and operational activities • Develop trend data and recommendations for further analysis • Document key operational activities, information exchanges, and system components.
• Provide program-level oversight and integration across the NMCS portfolio encompassing NC3 and C2 policy, governance, operations, and assessments. • Oversee planning, execution, and coordination across multiple functional areas and subordinate project managers. • Integrate assessment and operational data to identify enterprise risks, trends, and gaps. • Provide senior Joint Staff leadership with actionable recommendations to improve readiness and mission assurance. • Ensure alignment of policy, governance, and operational activities in support of national-level decision-making. • Manage integrated project schedules and monthly progress reports. • Coordinate with Combatant Commands, Services, OSD, DISA, and NC3 Enterprise Center. • Support C2 governance forums including the C2 Executive Steering Council and C2 Council of Colonels. • Oversee preparation of Weekly Activity Reports, GO/FO 5x8s, and senior leadership briefings.
• Lead and manage multiple DoD software development projects simultaneously, ensuring alignment with approved scope, cost, schedule, and performance requirements. • Develop, maintain, and update Program/Project Management documentation, including Project Management Plans, Work Breakdown Structures (WBS), Risk Management Plans, Integrated Master Schedules, meeting agendas, and meeting minutes. • Facilitate program and project meetings, including sprint planning sessions, daily stand-ups, retrospectives, stakeholder reviews, and executive briefings. • Apply Agile Framework methodologies, including user story development, backlog management, sprint execution, prioritization, and adaptive planning to accommodate evolving requirements. • Oversee and coordinate activities of cross-functional project team members, including software developers, engineers, and support personnel. • Review and approve project deliverables to ensure technical accuracy, completeness, and compliance with DoD standards and contractual requirements. • Manage risk identification, mitigation planning, and issue resolution processes to minimize impacts to program execution. • Utilize ServiceNow to support project tracking, workflow management, task assignments, and reporting. • Monitor program performance metrics and provide status reporting to senior leadership and stakeholders. • Coordinate with DoD stakeholders to ensure software development efforts align with mission priorities and operational requirements. • Ensure adherence to Agile best practices and promote collaboration across cross-functional teams to enhance productivity and delivery outcomes. • Support continuous process improvement initiatives to enhance program and project management effectiveness.
• Elicit, analyze, validate, and document business and functional requirements for DoD software development projects and programs. • Translate stakeholder needs into clear requirements artifacts (e.g., business requirements, functional requirements, user needs, acceptance criteria) suitable for technical implementation. • Produce professional process documentation, including training and instructional content, guidelines, workflow maps, process flows, and procedural documentation. • Support DoD software development program activities by coordinating requirements, documentation, and process alignment across cross-functional teams. • Develop and maintain processes, tools, templates, and standardized documentation to improve consistency and delivery quality. • Define, develop, and maintain program/project metrics and reporting methods to measure performance, outcomes, and process effectiveness. • Lead and/or support Six Sigma improvement initiatives using the DMAIC cycle (Define, Measure, Analyze, Improve, Control). • Document current-state and future-state processes, identify gaps, and recommend actionable improvements aligned to mission and program objectives. • Utilize ServiceNow to support workflow tracking, requirements/task documentation, and status reporting as required. • Facilitate working sessions with stakeholders to clarify requirements, resolve conflicts, and ensure shared understanding of scope and priorities. • Ensure documentation is accurate, version-controlled, and aligned with program standards and stakeholder expectations. • Support change management by updating process artifacts and training materials as requirements and processes evolve.
