• Lead execution of non-incentive clean transportation projects, overseeing day-to-day delivery of complex zero-emission transportation initiatives across grid integration, utility engagement, market development, and infrastructure planning, while managing scopes, schedules, budgets, risks, and dependencies • Supervise and develop staff (3-4 CALSTARs), including project managers and technical team members, by providing coaching, performance feedback, and professional development support aligned with CALSTART’s people-management and inclusive leadership practices • Translate portfolio strategy into action, working closely with the Senior Director to convert organizational priorities into executable project plans, workplans, and roadmaps that deliver measurable outcomes • Serve as a cross-functional integrator, coordinating closely with policy, other CALSTART initiatives especially Light-duty, Innovative Mobility, Truck and Off Road and Drive to Zero, as well as non-initiative teams like Data and Analytics, Demonstration and Technical Assistance, Member Engagement, and Business Development teams to ensure alignment, information flow, and high-quality delivery across the non-incentive portfolio • Ensure delivery excellence and continuous improvement, tracking milestones, KPIs, and outcomes; proactively identifying risks; and implementing corrective actions and process improvements to strengthen project transparency, reporting, and performance • Support utility and grid-focused initiatives, corridor-planning strategies and infrastructure technical offerings contributing to zero-emission transportation infrastructure planning, corridor development, and innovative efforts that advance CALSTART’s mission • Engage external stakeholders and partners, representing CALSTART in meetings with members, utilities, and partners, and contributing credible, responsive leadership in program and project discussions • Contribute to organizational growth, supporting non-incentive business development through business and proposal development, project scoping, partnership coordination, and advancement of new opportunities

Executive Vice President – Regional Market Acceleration

• Lead CALSTART's strategic growth and programmatic impact across the Western Region, with a strong emphasis on California's role as the leading market for zero-emission transportation • Oversee and guide CALSTART’s current regional offices and help build the organization’s presence in growth markets such as the Southeast and Texas • Lead the Business Development team to align regional priorities with organizational growth and mission. • Identify the specific programs, partnerships, and policy actions needed to accelerate transportation electrification in California and in each region CALSTART serves • Develop deep familiarity with the unique regulatory, infrastructure, fleet, and market conditions in each region and use that understanding to inform strategy • Serve as a key thought partner to the CEO, EVP of Initiatives, Head of Policy, and VP of Strategic Programs and Innovation, helping to align regional priorities with CALSTART's organizational mission • Drive collaboration and knowledge sharing across regional teams, ensuring lessons learned and successful models in one market are adapted for others • Represent CALSTART in key regional and national forums shaping transportation policy and investment strategies • Build and maintain deep partnerships with federal, state, and local agencies, utilities, fleets, manufacturers, and technology providers • Facilitate collaboration between public and private stakeholders to accelerate deployment of advanced transportation technologies • Lead large-scale programs and initiatives that support technology commercialization and market adoption • Identify opportunities to pilot and scale innovative technologies across fleets, infrastructure networks, and mobility systems • Champion new ideas and help build organizational support for innovative approaches to market transformation • Guide regional staff and cross-functional teams to deliver impactful programs and measurable outcomes • Support CALSTART's broader organizational strategy by ensuring regional initiatives contribute to national goals • Foster a culture of collaboration, innovation, and high performance
• Track deadlines, submit materials and both plan and coordinate timelines for major global and regional events • Coordinate internal team participation and prep for events, including briefing materials and debrief sessions. • Monitor project timelines and ensure follow-ups on key tasks, including stakeholder outreach and internal deliverables. • Support event organization by inviting and coordinating panelists, tracking submissions, and ensuring timely responses from staff and participants. • Facilitate internal project tracking and team check-ins to ensure progress and accountability. • Arrange travel logistics, particularly for the Senior Director and representatives attending international events. • Support internal meeting scheduling, agenda development, and note-taking for team and collaborative meetings. • Prepare briefing materials and ensure timely access to relevant documents for meetings, events, and stakeholder engagements. • Organize and maintain up-to-date records and documentation across platforms and systems, including presentations and annual reports, ensuring accessibility, version control, and clear labeling. • Ensure materials are well-organized and readily accessible to support internal coordination and external communications. • Coordinate internal communications to ensure team members are informed and aligned on priorities, updates, and deadlines.
• Lead and execute the operational strategy for voucher processing programs, ensuring vouchers are processed accurately and within program timelines. • Supervise and support Voucher Processing Managers and their teams, providing guidance on workload management, performance expectations, and staff development. • Monitor workflow, queue health, and production metrics to maintain processing targets and identify operational bottlenecks. • Collaborate with internal teams including policy, technology, data, and finance to resolve issues, improve systems, and ensure program compliance. • Identify opportunities to improve operational processes, enhance team efficiency, and support the long-term scalability of voucher processing programs.

• Operationalize CALSTART’s strategic priorities by translating organizational goals into scalable operating models, processes, and performance measures • Establish and oversee an integrated enterprise operating framework that aligns people, processes, systems, and data • Serve as a trusted advisor to the CEO and Executive Team on operational readiness, risk, and execution • Ensure CALSTART has the processes to implement and track annual organizational goals • Lead the end-to-end recommendation on scope, implementation, and adoption of a new ERP system(s) • Oversee the strategic optimization of Salesforce as a core enterprise system • Drive strong change management, data governance, and user adoption across all systems • Lead the design, documentation, rollout, and ongoing implementation of enterprise-wide SOPs • Establish process ownership and governance models to ensure SOPs are maintained, followed, and continuously improved • Partner with Finance and Accounting, People Resources Team, IT, Programs, Legal, Marketing & Communications, and Business Development to align operational practices across the organization • Maintain enterprise operational dashboards and reporting infrastructure that provide leadership with clear visibility into operational health and execution readiness
