Application Program Manager

MATRIX SYSTEMS & TECHNOLOGIES

• Develop understanding of the business environment and use that understanding to make informed decisions and drive results • Define program goals and objectives for LADOTD modernization • Develop project plans and schedules, including resource allocation, timelines, and budgets • Lead cross-functional teams to deliver programs and projects on time and within budget • Manage risks and communicate project status • Ensure compliance with LADOTD and State standards • Provide day-to-day support for ongoing processes • Conduct ongoing evaluation and improvements for processes, providing data analysis support for the agency’s workload demands • Manage risks and issues, and implement mitigation strategies as needed • Communicate project status and progress to stakeholders, including senior management • Collaborate with stakeholders and teams to ensure program and project goals are met • Ensure compliance with program management processes and standards • Provide ongoing evaluation and improvements for program management processes and practices

Job Requirements

  • Ten (10) plus years of experience in Program or project management, preferably application development
  • IT strategy, infrastructure design, and operational support for multi-site organizations
  • Business continuity planning and application migration
  • Application and process modernization
  • Strong understanding of data management principles and practices
  • Excellent communication skills, both written and verbal, with experience presenting to senior management and stakeholders
  • Proven ability to lead cross-functional teams and manage multiple projects simultaneously
  • Strong analytical and problem-solving skills, with the ability to make data-driven decisions
  • Experience with Agile development methodologies
  • Experience with change management and process improvement methodologies (desirable)
  • Familiarity with cloud platforms and data management technologies (desirable)
