• Select and manage a team of data modernization and informatics staff • Lead the team’s strategic planning and implementation process • Manage data infrastructure to improve data integration, enhance interoperability, assure effective data governance, and support the development of reporting and visualizations • Ensure modernization efforts achieve improved timeliness and quality of data, better coordination of data activities and systems, reduction of data burden, and integration of emerging and open-source technologies where possible • Coordinate with experts across the agency to assess the agency data environment and identify improvements required for the development of an effective data warehouse and data integration strategy.
• Develop, execute, and maintain User Acceptance Testing (UAT) test cases, test scripts, and test scenarios. • Validate system functionality for eligibility and benefits management applications. • Perform end-to-end testing for integrated human services systems supporting multiple benefit programs. • Identify, document, track, and retest defects through resolution. • Collaborate with business users, project managers, developers, and QA teams to ensure business requirements are met. • Participate in test planning, requirements review, and defect triage meetings. • Ensure testing documentation is complete, accurate, and aligned with project standards. • Support production validation and post-implementation testing activities. • Assist with reporting test results, risks, and overall UAT readiness.
• Design, code, compile, test, debug, modify, and document new or existing highly complex applications programs. • Implement complex application software solutions ensuring scalability and security. • Evaluate, analyze, and prepare recommendations on technical solutions or options for managing enterprise information systems. • Define data elements; design structures for databases; write and compile definitions and descriptions of data elements into dictionary form for use by professionals and users. • Evaluate and analyze requests for enhancements or development projects of a highly complex nature. • Prepare and supervise formal system test procedures for complex application systems to ensure quality and compliance. • Monitor work plans and schedules to ensure timeliness, data integrity, and availability on a project basis.
• Review and edit 19 chapters and 49 appendices on a rolling basis • Conduct thorough checks for grammar, clarity, and overall readability while adhering to the DSG Style Guide • Ensure all MS Word and final PDF documents meet WCAG 2.1 AA standards and ADA Title II accessibility requirements • Apply consistent formatting, hyperlinking, and bookmarking within individual PDF chapters • Perform a full review of the document set to ensure accurate numbering, cross-referencing, and functional linking across all chapters and appendices • Assist in the creation or editing of new illustrations and exhibits as needed • Develop and maintain a high-level Project Management Plan, including schedules, quality maintenance methods, and issue logs

• Analyze and map data from the old system to the new one • Develop and implement data conversion plans • Design and execute data validation and testing processes • Ensure data quality and integrity throughout the data conversion process • Collaborate with business stakeholders, IT teams, and other departments to define and prioritize data conversion requirements • Research and evaluate new data conversion technologies and industry trends to identify opportunities for innovation and improvement • Mentor and train other team members on data conversion best practices • Communicate with stakeholders and provide regular updates on project progress and status
• Develop the overall application architecture, including the design and implementation of new systems and the evolution of existing systems. • Provide technical leadership to development teams, including guidance on design and development best practices. • Ensure alignment of application systems with LADOTD overall technology strategy and business goals. • Collaborate with LADOTD stakeholders, project managers, and other IT teams to define and prioritize application requirements. • Research and evaluate new technologies and industry trends to identify opportunities for innovation and improvement. • Mentor and train development teams on new technologies and best practices.
• Develop understanding of the business environment and use that understanding to make informed decisions and drive results • Define program goals and objectives for LADOTD modernization • Develop project plans and schedules, including resource allocation, timelines, and budgets • Lead cross-functional teams to deliver programs and projects on time and within budget • Manage risks and communicate project status • Ensure compliance with LADOTD and State standards • Provide day-to-day support for ongoing processes • Conduct ongoing evaluation and improvements for processes, providing data analysis support for the agency’s workload demands • Manage risks and issues, and implement mitigation strategies as needed • Communicate project status and progress to stakeholders, including senior management • Collaborate with stakeholders and teams to ensure program and project goals are met • Ensure compliance with program management processes and standards • Provide ongoing evaluation and improvements for program management processes and practices
