This role serves as the critical bridge between the engineering tier and the end-user-facing service desk, owning the execution and automation of onboarding/offboarding workflows. This is explicitly not a Tier 1 help desk position; it requires a strong technical baseline to independently diagnose complex enrollment failures, authentication errors, and conditional access configuration issues. • Lead the technical development, configuration, and customization of ABMC's core business applications. • Configure, customize, and deploy solutions utilizing Dynamics 365 Customer Service, Power Apps, Power Pages, Power Automate, and Power BI. • Execute advanced pro-code development utilizing Dataverse and the SharePoint Framework (SPFx) for complex enterprise solutions. • Perform requirements analysis, software build, testing, and deployment following controlled release management processes. • Develop and support complex external integrations, data flows, and RESTful APIs. • Update system components including workflows, forms, views, security roles, and permissions based on authorized backlog items. • Generate technical designs, test results, release notes, and updated application documentation for all code movements.

• Serves as the technical lead for ABMC's enterprise cloud infrastructure, providing advanced administration, configuration, and troubleshooting across Microsoft 365, Azure, and Microsoft Entra ID. • Drives tenant health reviews, security posture enhancements, and compliance maturity. • Administer and review configurations for Exchange Online, SharePoint Online, Teams, OneDrive, Defender, Sentinel, Intune, and Azure controls. • Configure and mature the Microsoft Purview environment, including refining Records Management retention rules, testing automated classifiers, and applying data labels. • Review Microsoft 365 and Azure tenant settings against DHS, CISA, C-CAR, and emergency directives, identifying gaps and executing remediation plans. • Support Microsoft 365 Copilot governance, including security reviews, data exposure analysis, and dependency tracking. • Investigate, troubleshoot, and resolve Priority 1 through Priority 4 service incidents, logging all actions within the approved ticketing system. • Document system configurations, architecture reviews, API/interface planning materials, and health check reports.

• Manage enterprise IT service delivery, planning, coordination, and resource availability for the ABMC Microsoft enterprise support contract. • Oversee transition services, proactive maintenance, reactive technical support, and on-demand application development. • Develop and manage comprehensive project documentation, including the Program Management Plan, Quality Control Plan, and Risk and Issue Log. • Deliver Monthly Contract Status Reports detailing completed work, CLIN hours utilized, ticket trends, SLA performance, and open risks. • Coordinate with the ABMC Change Control Board (CCB) to authorize production changes and manage emergency change procedures. • Manage the prioritized product backlog, iteration planning, and sprint resource allocation for business application development. • Retain ownership of incident escalation, tracking, and status communication when issues require support from Microsoft or other third-party vendors. • Ensure all contract deliverables undergo quality control reviews for technical accuracy, completeness, and Section 508 accessibility compliance.

• Bridge the gap between ABMC stakeholders and technical development teams by driving requirements analysis, backlog development, and functional design for enterprise business applications. • Facilitate requirements workshops and backlog grooming sessions with designated ABMC business owners and subject matter experts. • Develop and maintain the comprehensive Application Inventory, documenting source/target systems, data flows, and owners for OAI-PMH and RESTful API integrations. • Draft detailed requirements summaries, functional designs, test plans, and release notes for all application changes. • Ensure requirement traceability from approved backlog items through to the final technical release. • Coordinate User Acceptance Testing (UAT) activities and track defect remediation. • Update application documentation and training materials, ensuring strict adherence to Section 508 accessibility standards.
