Technical Writer – Editor
MATRIX SYSTEMS & TECHNOLOGIES
• Review and edit 19 chapters and 49 appendices on a rolling basis • Conduct thorough checks for grammar, clarity, and overall readability while adhering to the DSG Style Guide • Ensure all MS Word and final PDF documents meet WCAG 2.1 AA standards and ADA Title II accessibility requirements • Apply consistent formatting, hyperlinking, and bookmarking within individual PDF chapters • Perform a full review of the document set to ensure accurate numbering, cross-referencing, and functional linking across all chapters and appendices • Assist in the creation or editing of new illustrations and exhibits as needed • Develop and maintain a high-level Project Management Plan, including schedules, quality maintenance methods, and issue logs
Job Requirements
- Advanced expertise in Microsoft Word and Adobe Acrobat
- Familiar with technical writing for engineering data and formulas
- Proven experience editing multi-chapter technical documents exceeding 500 pages
- Demonstrated ability to produce documents compliant with WCAG 2.1 AA or higher
- Ability to work effectively with Subject Matter Experts (SMEs)

Role Description GovCIO is currently hiring for Technical Subject Matter Expert (SME) - Tier 2 Support, to provide advanced troubleshooting, system expertise, and operational support for complex issues from Tier 1. This role requires deep knowledge of IT application administration to support mission-critical customer environments. This role is a fully remote, U.S.-based position, with core hours of operation Monday through Friday, 8:00 AM to 5:00 PM ET. - Resolve complex incidents escalated from Tier 1 related to PCS PL applications, including Pharmacy namespaces, outpatient/inpatient pharmacy functions, and integrations with commercial drug databases such as First Databank (FDB). - Troubleshoot issues connected to OneVA Pharmacy, Park a Prescription, and outpatient medication processing, inpatient medication processing, drug file management, barcode medication administration (BCMA), state prescription monitoring program, CMOP processing, MOCHA order checks, and Inbound eRx. - Support VistA KIDS components and interfaces and maintain system integrations with dependent applications. - Collaborate with Tier 3, Engineering, DevOps, Product, and external vendors for root cause resolution and long-term fixes. - Create and maintain documentation including troubleshooting guides. - Communicate clearly and professionally with customers, stakeholders, and senior IT staff; prepare briefings and participate in technical discussions. - Provide mentorship and technical support to Tier 1 personnel, sharing knowledge and best practices. Qualifications - Bachelor's with 15 years (or commensurate experience). Requirements - Proficiency with VistA Pharmacy namespaces and their interactions with core medication management workflows. - Hands-on experience with KIDS patching, VistA infrastructure, and cross-namespace dependency validation. - Familiarity with NCPDP SCRIPT standards (Inbound eRx) and supporting DSCSA regulatory updates and application changes across PCS Pharmacy systems. - Understanding of FDB-based drug interaction systems, MOCHA logic, PGx enhancements, and medication order checks. - Familiarity with AMPL-GUI communication workflows. - Experience with federal security policies, and PHI handling requirements. - Ability to interpret logs and message payloads in Vista pharmacy-related technologies. - Understanding information security policies and best practices for safeguarding systems and data. - Strong written and verbal communication skills, with a demonstrated ability to produce clear technical documentation, reports, and briefings. - Ability to collaborate effectively with Tier 1, Tier 3, engineering teams, developers, and external stakeholders to resolve issues and implement improvements. - Strong organizational skills with the ability to manage multiple tasks, incidents, and priorities concurrently. - Ability to obtain and maintain a Suitability/Public Trust clearance.
