Role Description The Senior Federal Engineer is responsible for the planning, design, execution, and technical oversight of Inside Plant (ISP) telecommunications infrastructure for Federal customers. This role performs site assessments, develops engineering documentation, interfaces directly with government stakeholders, and supports installation teams to ensure successful, compliant project delivery. The position requires strong technical expertise, attention to detail, and the ability to operate effectively within secure Federal environments. Main Responsibilities - Conduct detailed site surveys to determine ISP build requirements for proposal development and project planning. - Develop comprehensive Basis of Estimates (BOEs), including labor, materials, Other Direct Charges (ODCs), and travel. - Interface directly with Government customers, vendors, subcontractors, and internal engineering and project teams. - Produce complete Engineering Design Packages (EDPs) and installation documentation for ISP telecommunications systems. - Design, fabricate, modify, and evaluate telecommunications equipment and supporting components. - Engineer cable tray systems, cable pathways, and conveyance infrastructure for ISP environments. - Develop and validate project schedules, budgets, and resource requirements. - Support the installation, integration, and troubleshooting of metro and wide-area network equipment. - Provide engineering guidance to Inside Plant (ISP) and Outside Plant (OSP) installation teams. - Coordinate subcontractors, materials, tools, and equipment to meet project deadlines and budget constraints. - Ensure adherence to Federal requirements, customer site standards, and company policies. - Perform testing of DS-1, DS-3, SONET, and Optical Ethernet circuits using BERTs, OTDRs, optical power meters, and related test equipment. - Update and maintain network drawings and technical documentation using AutoCAD, Microsoft Visio, and other engineering applications. - Participate in technical reviews, risk assessments, configuration management, and quality control activities. - Perform other duties as assigned. Qualifications - Minimum five (5) years of applicable systems engineering and telecommunications installation experience. - Hands-on experience with SONET, DWDM, and Ethernet transport equipment. - Working knowledge of equipment from Lucent, Ciena/Nortel, Infinera, Cisco, or similar vendors. - Associate degree in Engineering, Electronics, Networking, or related technical/vocational discipline; equivalent experience considered. - Ability to read and interpret engineering drawings, schematics, and technical specifications. - Strong documentation skills, including proficiency with AutoCAD, Visio, and engineering software tools. - Ability to work directly with Federal customers and communicate effectively in technical and non-technical settings. - Must meet eligibility requirements for access to classified information. - U.S. Citizenship required. - Ability to obtain and maintain a Top Secret/SCI clearance. - Up to 50% travel may be required. Preferred Qualifications - Knowledge of Outside Plant (OSP) engineering practices. - Experience performing fiber characterization, loss budgeting, or power-level analysis. - Familiarity with Federal contracting environments, security protocols, and compliance standards. - Experience mentoring junior engineers or supporting cross-functional teams. Skills & Competencies - Strong analytical and problem-solving ability. - High attention to detail and accuracy. - Ability to manage multiple priorities in a secure operational environment. - Effective communication and customer-facing skills. - Ability to work independently with minimal supervision. - Solid understanding of Layer 1–Layer 3 networking concepts. - Proficiency with optical and copper test equipment. Compensation This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors. - $82,969 - $110,625 in these states: AL, AR, AZ, FL, GA, IA, ID, IN, KS, KY, LA, ME, MO, MS, MT, ND, NE, NM, OH, OK, PA, SC, SD, TN, UT, VT, WI, WV, and WY. - $87,117 - $116,156 in these states: CO, HI, MI, MN, NC, NH, NV, OR, and RI. - $91,266 - $121,688 in these states: AK, CA, CT, DC, DE, IL, MA, MD, NJ, NY, TX, VA, and WA.
