The Associate Economist will perform statistical modeling and economic analyses as part of the Penn Wharton Budget Model (PWBM) initiative. The position involves applying economics, software engineering, and advanced statistical and machine learning skills to assist with model development and economics and policy research related to business tax, trade, and fiscal policies. This position is contingent upon restricted funding. Job Description Responsibilities/Duties: As part of the Penn Wharton Budget Model (PWBM) initiative, perform the following duties: - Architect, develop, and refine all aspects of the PWBM Tax Module (a business tax microsimulation model), including development and implementation of advanced statistical and machine learning methods, forecasting of macroeconomic and business sector trends, and modeling of taxpayer behavioral and economic responses to policy. - Acquire, process, and combine data from corporate tax returns, financial statements, and business surveys using machine learning and integrate the data from various sources into the PWBM Tax Module. - Develop and refine a model of the economic effects of tariffs, including budgetary impact, distributional effects, and the benefits or costs for U.S. businesses. - Run tax policy analysis models to produce tax policy scores and economic analysis in response to requests from policymakers. - Evaluate, recommend, and implement techniques for estimating policy impacts based on theoretical and empirical economics literature, and produce briefs and blogs for the PWBM website explaining results of research and analyses. - Identify project needs and design and write robust code for automating analyses, data, and visualization processes that can be applied broadly within the modeling codebase to accomplish varied project needs, utilizing R, Python, and SQL. - Provide direction to junior research analysts on data management, statistical modeling, and tax policy. - Attend conferences and participate in the interviewing process for the hiring of junior analysts. Qualifications: Requires a U.S. Bachelor's degree in Economics or a related field and 4 years of relevant experience, or alternatively, a Master's degree in same and 2 years of relevant experience. Experience must include: compiling, cleaning, and organizing datasets from corporate tax returns, financial statements, and national economic accounts; running econometric and statistical analysis to support business tax policy analysis and modeling; modeling investment and capital services; and setting up and running a business tax microsimulation model to facilitate tax policy analysis - all using R, Python, and SQL. Permitted to work remotely from home (within the same MSA) 60% of the time. The Data Collection Specialist (Bilingual)/Data Research Assistant is a full-time role focused on primary data collection and supporting comprehensive data research and analysis for federal government programs. This position requires fluency in English and Spanish to conduct culturally sensitive data collection among diverse populations, including individuals at high risk for overdose and those implementing overdose-prevention interventions. Primary Functions & Responsibilities - Data Collection Activities: - Conduct qualitative data collection, including key informant interviews and focus groups in both English and Spanish. - Coordinate with federally funded health departments, recipients, and subrecipients to recruit data collection respondents. - Develop and implement recruitment and outreach strategies in collaboration with additional partners. - Establish and maintain connections with community partners across multiple jurisdictions. - Ensure informed consent is obtained from all respondents prior to data collection. - Record all focus groups and key informant interviews audio (with permission). - Maintain detailed field notes and documentation. - Participate in pilot testing and cognitive testing of data collection instruments in both English and Spanish. - Data Research and Analysis Support: - Transcribe and/or review transcriptions of qualitative data (focus groups and interviews). - Conduct thorough data cleaning of qualitative transcripts and quantitative survey data. - Apply codebooks to qualitative data using qualitative analysis software. - Assist with preliminary qualitative and quantitative data analyses. - Generate descriptive statistics and frequency distributions. - Create tables, figures, and graphics to communicate key findings. - Contribute to summaries of preliminary findings and dissemination products. Requirements - Language Skills: - Fluency in both English and Spanish (reading, writing, and speaking). - Ability to conduct professional interviews and facilitate focus groups in both languages. - Cultural competency in working with Spanish-speaking populations. - Technical Skills: - Proficiency with qualitative data analysis software (e.g., NVivo, Atlas.ti, MAXQDA, Dedoose). - Strong proficiency in Microsoft Office Suite (Word, Excel, PowerPoint). - Demonstrated experience with qualitative data analysis software (SPSS, SAS, Stata, or R) preferred. - Excellent data management and organizational skills. - Strong interpersonal and communication skills for building rapport with diverse respondents. - Ability to work independently and as part of a multidisciplinary team. - Excellent attention to detail and commitment to data quality. - Strong organizational and time management skills. - Ability to handle sensitive and confidential information with discretion. Preferred Qualifications - Experience with overdose prevention, substance use disorder, or harm reduction programs. - Knowledge of Federal public health programs and evaluation methodologies. - Experience working with Federal cooperative agreements. - Familiarity with emergency medical services, navigation services, or community-based prevention programs. - Experience with human subjects’ research and IRB protocols. - Certification in qualitative research methods.
