• Manage the development and execution of professional education programs, including live and virtual offerings • Develop and curate continuing education content for healthcare professionals • Oversee accreditation processes for continuing medical education (CME) programs • Coordinate speaker selection, abstract submissions, and review processes • Facilitate and manage volunteer committees and professional stakeholders • Manage and maintain the organization's Learning Management System (LMS) • Track, evaluate, and report on program performance and outcomes • Collaborate with marketing and development teams to promote programs and increase participation • Support documentation and compliance requirements related to accreditation • Coordinate with vendors, consultants, and external partners • Represent PHA at industry events and professional meetings
Job Requirements
- Minimum of 3 years of program management experience, preferably in healthcare or nonprofit settings
- Bachelor's degree required (public health, science, or related field preferred)
- Experience with adult learning principles and learning management systems preferred
- Knowledge of continuing medical education (CME) and accreditation processes is a plus
- Strong communication, organizational, and stakeholder management skills
- Ability to manage multiple priorities in a fast -paced environment
- Proficiency in Microsoft Office Suite

This role builds and maintains subject matter expertise in state Medicaid programs, HCBS waivers, labor policy, and related regulatory frameworks across all 50 states. The position leads continuous, systematic national policy intelligence efforts, synthesizing qualitative and quantitative findings into structured strategic deliverables. This is a hands-on individual contributor role focused on research, monitoring, and synthesis. Final strategic decisions and prioritization sit with the Director of National Expansion. Everyday You Will: - Track Medicaid and HCBS waiver programs across all states, including waiver caps, waiting lists, renewals, and amendments. - Monitor CMS guidance, state plan amendments (SPAs), and legislative or regulatory changes impacting HCBS programs. - Maintain accurate, up-to-date documentation of state program structures and policy changes. - Build and maintain deep expertise in state Medicaid programs, labor and workforce policy, and broader regulatory developments impacting HCBS and family caregiver participation. - Establish and maintain a structured, continuous national research framework to ensure systematic monitoring across all states rather than ad hoc tracking. - Research state-by-state HCBS program design, including eligibility criteria and family caregiver participation rules. - Track publicly available indicators related to state budgets, rate studies, and fiscal pressures affecting HCBS programs. - Support comparative analysis across states to identify patterns, risks, and emerging trends. - Conduct in-depth qualitative and quantitative research to assess program design, reimbursement structures, fiscal sustainability, and regulatory environments. - Analyze cross-state data and trends to proactively identify strategic risks, emerging opportunities, and market inflection points. - Monitor HCBS-related RFPs, procurements, pilots, and program changes. - Conduct competitor and market saturation research to support expansion planning. - Summarize relevant findings and implications for new or expanded market entry. - Track managed care developments, workforce policy shifts, and related regulatory changes that may influence expansion strategy. - Produce clear research briefs, trackers, and summaries for expansion leadership. - Flag notable developments, policy changes, and emerging risks in real time. - Support ad hoc research requests related to national expansion planning. - Draft formal policy analyses and comment letters in response to proposed state or federal regulatory and legislative changes impacting Medicaid and HCBS programs. - Translate research findings into executive-ready presentations, structured policy memos, toolkits, and educational materials to support cross-functional planning and strategic decision-making. - Support project planning and collaborate cross-functionally to align research insights with national expansion initiatives. - Maintain recurring national research reports and standardized tracking tools to ensure continuous, systematic intelligence gathering. Qualifications - Bachelor’s degree in public health, health policy, political science, economics, public administration, or a related field required. - Equivalent professional experience in Medicaid policy analysis or healthcare policy research may substitute for advanced degrees. - Master’s degree preferred in Public Health (MPH), Public Policy (MPP), Public Administration (MPA), Health Policy, Health Services Research, or a related field.
