Senior Program Analyst – Veteran Direct Care

• Analyze healthcare program performance to assess effectiveness, efficiency, quality, and impact on Veteran outcomes. • Apply qualitative and quantitative methods to evaluate program operations, implementation, and results. • Identify trends, risks, gaps, and opportunities for improvement across healthcare programs and services. • Develop and analyze performance metrics, dashboards, and reports to support program monitoring and evaluation. • Synthesize complex data into clear, actionable findings for leadership and stakeholder audiences. • Support development of recommendations to improve program outcomes, service delivery, and operational efficiency. • Support strategic planning initiatives through data-driven analysis and evidence-based insights. • Assess alignment of programs with VHA policies, regulations, and strategic priorities. • Contribute to program reviews, studies, and analyses requested by VHA leadership or program offices. • Collaborate with clinical, operational, and policy stakeholders to understand program objectives and evaluation needs. • Support cross-functional teams by translating analytical findings into practical recommendations. • Participate in meetings, briefings, and working groups to communicate findings and support informed decision-making. • Ensure analytical methods and deliverables meet federal standards for accuracy, transparency, and reliability. • Support documentation and knowledge management to promote consistency and repeatability of analyses. • Adhere to VA information security, privacy, and data governance requirements.
Job Requirements
- Bachelor’s degree in Public Health, Health Administration, Public Policy, Statistics, Social Sciences, Business, or a related field.
- Minimum of eight (8) years of professional experience supporting program analysis, evaluation, or performance measurement, preferably in healthcare or public sector environments.
- Demonstrated experience analyzing complex programs and translating findings into actionable insights.
- Strong analytical, problem-solving, and critical-thinking skills.
- Excellent written and verbal communication skills.
- Ability to manage multiple deliverables and deadlines in a fast-paced environment.
- Highly energetic and proactive worker who consistently follows through, moves fast, and keeps stakeholders informed.
- Positive, solutions-oriented attitude with strong customer service mindset.
- Team-first attitude and proven dependability, with strong organization skills and an eye for the details.
- Ability to successfully pass a background check and receive a government clearance.
