Role Description Vous prendrez en charge des expertises juridiques et analyses règlementaires, sécuriserez le conventionnement et assurerez la mise à disposition de ressources juridiques en lien avec les dispositifs d’aides agricoles relevant du périmètre de la DDRP. Vous serez également en charge du suivi et du reporting de votre activité et participerez à l’ensemble des activités juridiques du service. Missions : - Expertise juridique - Conduire des analyses juridiques dans les domaines relevant de la direction - Vérifier la conformité juridique des procédures internes - Analyser les textes européens et nationaux ainsi que la jurisprudence et en proposer une interprétation - Rédiger des notes d’aide à la décision - Accompagner le déploiement de nouvelles aides, commenter les projets de textes réglementaires et d'actes associés - Assurer la veille réglementaire dans les domaines relevant de la direction - Appui juridique à la préparation de la nouvelle programmation PAC post 2027 - Conventionnement - Répondre aux questions juridiques sur les conventions de délégations de l’ASP en tant qu’organisme payeur de la PAC aux régions, les conventions de paiement des financeurs (mandat) dans le cadre du FEADER et les conventions passées au titre des aides nationales - Assurer le suivi de sujets en lien avec les conventions (nouvelle programmation, redditions, transferts etc.) - Émettre des avis sur les conventions et annexes - Rédiger des modèles de conventions, d'avenants et de courriers - Rédiger des notices pratiques, grilles de points de contrôle, bilans et tableaux de bord du conventionnement - Animer le réseau des directions régionales sur les conventions FEADER - Mise à disposition de ressources juridiques - Développement et mise à jour d’une FAQ regroupant les questions juridiques fréquemment posées dans le cadre des demandes d’avis - Développement et mise à jour d’une base de données répertoriant le corpus règlementaire applicable à la programmation en cours et aux aides nationales Qualifications - Connaissance de la réglementation européenne et nationale liée aux aides agricoles (FEADER en particulier) - Connaissances en droit public et, notamment en contrats administratifs - Connaissance de la réglementation applicable à la gestion budgétaire publique Requirements - Capacité rédactionnelles, d’analyse et de synthèse - Évaluer et prévenir les risques juridiques - Rédiger des écrits de nature juridique - Rendre compte et établir des reportings Benefits - Qualités relationnelles pour travailler en équipe - Capacité à travailler de manière autonome et avec prise d'initiatives - Rigueur et fiabilité dans l’exécution des tâches - Sens des priorités Niveau d'études minimum requis - Niveau 6 Licence/diplômes équivalents Éléments de candidature - Documents à transmettre : l'envoi du CV et d'une lettre de motivation est obligatoire Personnes à contacter - job.tbpdo.agencedeservicesetdepaiement@recruitee-email.com - rodolphe.anjard@asp.gouv.fr
