Senior Program Manager

• Lead complex, cross-functional programs from initiation through delivery — owning scope, milestones, risks, and stakeholder alignment • Drive structured change management across global initiatives — from stakeholder engagement and communications to adoption tracking • Prepare and deliver executive-quality program reporting and presentations for senior leadership including ELT, CEO, and Board audiences • Build and maintain strong working relationships with senior leaders across regions — influencing without authority and driving accountability • Facilitate governance forums, steering committees, and cross-regional working sessions — owning decisions, actions, and follow-through • Surface risks and issues early with clear recommendations — operating with a high degree of independence and sound judgment • Create and support process standardization — across the PgMO and global initiatives

Job Requirements

  • 7+ years of program or project management experience leading enterprise-wide initiatives across complex, multi-region organizations
  • PMP or equivalent certification preferred
  • Demonstrated experience presenting to and preparing materials for C-suite and Board-level stakeholders
  • Strong change management expertise — stakeholder analysis, communications planning, and adoption measurement at scale
  • Strong business process expertise — construct process documentation and templates
  • Experience working with US-headquartered organizations; comfortable with async collaboration and cross-time zone delivery
  • Business-fluent English required — written and verbal. Spanish or Vietnamese a significant advantage
  • Proficient in enterprise PMO tooling and executive presentation platforms
  • High professional maturity, executive presence, and ability to operate independently in an ambiguous, high-stakes environment
  • Minimum 4-hour daily overlap with US business hours required

Role Description The primary purpose of this position is to coordinate the statewide review, approval, renewal, and training of Domestic Violence Intervention Programs (DVIPs) and to support the Domestic Violence Commission in fulfilling its statutory responsibilities. The position also manages the Division for Women & Youth’s statistical data collection and reporting processes and ensures accurate and timely updates to the Division’s website in partnership with DOA Communications. In addition, the position provides administrative and region office support, including tracking grantee documents, preparing authorizations, and serving as a first point of contact for constituents. This position will be 100% homebased. Qualifications - Bachelor’s degree from an appropriately accredited institution and one year of experience related to the area of assignment; or an equivalent combination of training and experience. - Experience maintaining and updating directories. - Experience in supporting committees or boards. - Strong Microsoft Excel skills including experience in data cleaning, statistical analysis, and working with data reports. Requirements - DVIP/DVOM Coordination (40%): - Staff and support the Domestic Violence Offender Management Committee including the biannual review process for DVIP program applications, including approval and denial decisions. - Maintain and update the statewide directory of approved DVIP programs for use by the courts. - In consultation with division leadership assist the DVOM in identifying, developing and training for community partners, allied professionals (e.g., judges, DSS staff), and victim service agencies on appropriate referral practices, DVIP services, and their impact on survivor support. - As needed or requested develop and deliver training for DVIP providers on application requirements and reporting standards. - Statistical Data Management, Tracking, and Reporting (35%): - Collect, review, and process required statistical submissions from state-funded grantees and approved DVIP providers. - Track and monitor receipt of semi-annual reports, following up on late or incomplete submissions. - Send reminders to grantee agencies regarding reporting deadlines and requirements. - Verify data accuracy and maintain centralized databases for compliance reporting. - Monitor compliance with statistical reporting requirements and, when noncompliance is determined, prepare recommendations to the Executive Director and the assigned Regional Director regarding the issuance of corrective actions. - Compile statistics for state and federal reports and prepare summaries for boards, commissions, and leadership. - Partner with DOA Communications to prepare one-pagers, dashboards, and other public-facing products to share statistical trends and program information. - Provide technical assistance to grantees and DVIP providers on data reporting requirements. - Special Projects (25%): - Serve as the Division’s primary point of contact for website updates. - Collaborate across Division staff and with the Division Director to identify updates or new content needs. - Coordinate with DOA Communications to ensure timely updates are made and that content aligns with agency standards. - Periodically review the Division’s webpages for accuracy, functionality, and relevance and work across the division with the appropriate staff to receive accurate content. - Other Duties as assigned.
