Role Description The primary purpose of this position: - Prepares for, plans, and schedules inspections on a weekly basis using an inspection tracking system. - Conducts onsite inspections of jail facilities and operations in assigned region to ensure compliance with state rules, laws, and building code. - Reviews jail documentation for compliance with state rules, laws, and building code. - Identifies and documents problems or deficiencies in jail facilities. - Reviews inspection findings with jail and responds to questions regarding findings. - Conducts research of rules, laws, and North Carolina Building Codes and cites appropriate rule, law, or code for specific deficiencies. - Analyzes Plans of Correction (POCs) to ensure deficient practices can be corrected in an acceptable manner and timeframe. - Communicates reasons for unacceptable POCs and assists jails in submitting acceptable POCs. - Schedules follow-up inspections to ensure deficiencies have been corrected. - Maintains currency in state laws, rules, and building codes used to regulate jails. Physical Plant Compliant and Fire Investigations: - Conducts onsite inspections of jail facilities and operations in assigned region. - Prepares a Statement of Deficiency (SODs) listing deficient practices found during inspections in ASPEN. - Analyzes Plans of Correction (POCs) for compliance. - Determines validity of physical plant complaints and composes response letters to inmates. Technical Assistance: - Interprets and explains state legislation and physical plant rules to local sheriffs, county officials, design professionals, and the public. - Assists jail officials in planning and determining operational and physical plant needs. - Provides consultative assistance to jail officials in problem areas. - Conducts training at trade association meetings. Plan Review Assistance and Construction Project Inspections: - Provides technical assistance to Construction’s plan review staff related to jail operations and physical plant. - Inspects completed construction projects for compliance with state jail rules. - Tracks deficiencies found during inspections and creates a list of deficiency comments. - Coordinates deficiency comments with plan review staff’s comments. Qualifications - Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution. - Three (3) years of progressively responsible experience; or an equivalent combination of education and experience. - May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors. Requirements - Technical engineering skill or knowledge and the ability to keep up with current developments and trends in areas of expertise. - Knowledge of statutes/codes/regulations, including program procedures, methods, and practices. - Ability to coordinate and administer programs, activities, and protocols. - Ability to manage resources, monitor activities, and assess environmental risk, safety, and quality control. - Knowledge of effective approaches for choosing a course of action or developing appropriate solutions. - Ability to make decisions and take action consistent with available facts, constraints, and anticipated consequences. Role Description The Investigations Consultant will lead investigations of reports alleging child maltreatment and violations of child care requirements in child care facilities. They work collaboratively with law enforcement and medical personnel when conducting these investigations. They make decisions regarding immediate protection plans to ensure children are safe.
