Program Manager, Testing Lead

• Ability to execute an end-to-end test strategy across multiple legacy and acquired systems. • Data Reconciliation & Validation Expertise: Strong skills in validating data from different teams across the organization. This includes mapping, transformation logic, reconciliation reports, and ensuring data integrity between legacy and new platforms. • System Integration Testing: Deep understanding of integration testing across APIs, middleware, and interfaces between HRIS, ERP, finance, and identity management systems. • Cross-Functional Coordination: Experience collaborating with HR, IT, Finance, Security, and external vendors to ensure testing alignment across business processes, data governance, and system dependencies. • Defect and Issue Management: Advanced proficiency in managing complex defect cycles, root-cause analysis, and resolution tracking using enterprise tools. • Change & Cutover Readiness Testing: Ability to simulate post-integration scenarios and validate readiness for go-live across multiple business units. • Automation and Regression Testing Design: Proficiency in building automated regression suites to support ongoing releases and platform stabilization post-merger. • Compliance and Security Testing: Knowledge of compliance concerns and experience validating access controls, PII security, and audit readiness. • Reporting and Analytics Validation: Capability to test analytics, dashboards, and KPI accuracy across integrated data warehouses and business intelligence tools. • Executive-Level Communication and Risk Reporting: Proven ability to summarize test progress, quality metrics, risks, and mitigation plans for a large team of executive stakeholders and program governance teams. • Define and document test approach and delivery plan for multiple workstreams of a large program • Ensure all test phases have appropriate entry / exit criteria and clearly defined expectations for obtaining sign-off against these prior to Go Live • Monitor and report the status and progress of each test phase to stakeholders across the organization, including senior executive leadership • Implement a well-structured approach to test defect management and incident reporting, including standardization of defect logging procedures and deriving metrics/KPIs • Facilitate defect triage calls when required.

Job Requirements

  • Experience with project/program management in planning, defining and documenting testing progress
  • Strong experience with test strategy and creating detailed test plans in a large enterprise organization
  • Knowledge of navigating testing tools and systems such as Jira Zephyr or others
  • Experience with Jira, Confluence, and SmartSheet required
  • Experience with data testing, system integration and support is required
  • Keen attention to detail, represented in both test plan documentation and program communications
  • Knowledgeable in MS PowerPoint creating and presenting executive-level communications is required
  • Extracts and distills key requirements from conversations, and investigates information independently to develop full understanding and ability to articulate
  • Ability to execute on multiple deliverables in parallel efficiently and accurately
  • Expert ability to transition between tasks and prioritize business needs; overall flexible to change
  • Knowledge of test automation tools and process for implementation
  • Bachelor’s degree in Business, Computer Science, IT, Engineering, or similar field
  • Must have experience with systems integration and data testing as mentioned above.

Role Description AECOM has a need for a Chemical Warfare Material Manager to be based anywhere in the United States. You will work with a team of technical experts to deliver remediation services to our clients in the Federal market. In this role, you will perform a variety of functions and serve as a Deputy Program and Client Manager for the USACE Huntsville Center. This position can be remote. Responsibilities will include, but may not be limited to the following: - Manage/perform CWM removal under a FFP or CPFF contract for USACE. - Develop complex technical approaches and competitive pricing for the identification and removal of CWM and/or traditional munitions. - Prepare CWM workplans and schedules, manage budgets and quality, and lead field teams during removal actions in the field. Qualifications - MINIMUM REQUIREMENT - BS/BA in engineering, environmental science, soil science, geology and or an earth science-related field. - 10+ years’ experience, including 2 years of leadership, as a Project Manager of federal projects and/or demonstrated equivalency of experience and/or education. - Due to the nature of the work, US citizenship is required. - PREFERRED REQUIREMENT - USACE MMRP experience performing CWM remediation operations. - Thorough knowledge of USACE EP 75-1-3 and involvement with the development and implementation of a DDESB-approved Chemical Safety Submission (CSS) to conduct CWM removal actions. - 5+ years’ experience managing CWM task order work for USACE Huntsville Center strongly preferred. - Demonstrated ability to manage projects to scope, schedule, and budget. - Knowledge of project financial accounting, reporting, and controls. - Excellent communication and interpersonal skills, including both oral and written. - Organizational management skills and ability to perform detail-oriented work. - Experienced on MMR programs, including CWM and advanced geophysical classification. - Experience managing CWM projects for the USACE Huntsville Center and/or Redstone Arsenal. - Demonstrated proposal-writing skills, Multiple Award Task Order Contract proposals. - Demonstrated ability to market and win work successfully and effectively. - Advanced knowledge of DoD and USACE MMR focusing on CWM requirements and processes. - Excellent and relevant references. - Position may require travel.
