Description The Work: ICF is seeking an experienced and driven Program Manager to lead and oversee mission-critical initiatives in support of the Defense Counterintelligence and Security Agency (DCSA). If you are a strategic leader with a strong background in federal program management and a passion for delivering high-quality results in a complex consulting environment, this may be the right opportunity for you. Job Location: Although this position is remote, the candidate needs to live in the Washington DC metro area. This position requires that the job be performed in the United States. What You Will Do: - Serve as the primary point of contact with DCSA leadership and the Contracting Officer’s Representative (COR), ensuring successful execution of all contract requirements and deliverables. - Lead day-to-day program operations, providing strategic direction, oversight, and coordination across cross-functional teams to meet mission objectives. - Manage program scope, schedule, budget, and performance metrics, proactively identifying and mitigating risks to ensure on-time, high-quality delivery. - Oversee staffing, workforce planning, and personnel performance to ensure appropriately cleared and qualified team members are aligned to mission needs. - Ensure compliance with federal regulations, DoW policies, security requirements, and contractual obligations, maintaining readiness for audits and reviews. - Prepare and deliver executive-level briefings, status reports, and performance updates to government stakeholders and corporate leadership. - Maintain a positive, results-oriented work environment by building partnerships with internal and external partners. - Manage budgets, prepare cost estimates, and track resources using financial management tools. - Actively communicate with clients to understand and define current needs and priorities. - Support a full range of business development activities from pipeline development, opportunity qualification, capture strategy, and writing proposals. What You Will Bring With You: - Proven experience managing complex federal or DoW programs (10+ years), with demonstrated success overseeing scope, schedule, budget, and performance in a mission-driven environment. - Bachelor’s degree in a Technical Field. - Candidate must have an active Top-Secret Clearance with the ability to obtain a TS/SCI - Candidate must reside in the U.S., be authorized to work in the U.S., and all work must be performed in the U.S. What We Would Like You To Bring With You: - Project Management Professional Certification - Master’s degree - 2 years’ experience working with DCSA - 5 years’ experience with working on/around cloud platforms in AWS. - 2 years’ experience with one or more analytical and visualization software packages (such as QuickSight, PowerBI, Tableau and GIS software). - Ability to self-organize, priorities and conduct research on multiple projects under tight deadlines in a fast-paced environment. - An ability to communicate and write clearly in English. • Working closely with the Senior Program Manager to support Shell DM Program/Project managers E2E • Deliver directly Program management function for smaller / less complex sites • Work with the other team members in the PMO to develop and improve the support services provided • Manage the overall success of assigned regional portfolio program and project planning activities • Support the development of templates and standard process needed • Assist with Client and service providers • Confirm existing project status • Assist the Senior Program Manager to establish and manage the Pipeline • Prepare and deliver signed off Project Briefs (defined scope/ budget and schedule) • Review the Master Project Schedule • Monitor Project Delivery through reporting and conference calls • Confirm existing Client project authorizations (budget), current expenditure, forecast completion total • Consolidate existing progress reporting by current suppliers • Provide two-weekly update on project status • Ensure delivery procedures/ standards, policies, cash flow analysis, portfolio management etc. are completed • Establish structured reporting systems and ensure that regular reporting is delivered to the Client • Ensure structured close out of projects including documentation, handover to FM provider, etc.
• Create a roadmap/plan for multiple related work efforts that roll up into a program-level plan to manage cross-functional teams and project dependencies, milestones, and deliverables • Define project scope, goals, and deliverables in collaboration with senior management and stakeholders • Proactively perform risk management and identify issues across functions and interdependent efforts • Effectively facilitate meetings with large audiences and/or broad/complex topics • Confidently liaise with program stakeholders at varying levels of the organization, manage expectations, and provide program-level status via strategic dialog, presentations, and written communications • Monitor project financials and recommend budget changes where necessary • Provide oversight across multiple projects to identify and resolve conflicts, resource constraints, and clear the critical path
