Role Description The Digital Modernization division of ICF is seeking a skilled and detail-oriented ServiceNow Business Analyst with experience identifying, analyzing and managing business and technical requirements for federal government projects. Qualifications - Doctorate in education, social sciences, public administration, or related subjects. - 10+ years of experience at the state and/or national level working with K-12 education policies, regulations, and systems. - 10+ years of experience developing and delivering technical assistance to state and district educators and leaders. - 10+ years of experience conducting needs assessments, developing and delivering technical assistance that clearly addresses client needs, and monitoring and course correcting technical assistance as needed. - 10+ years developing high-quality technical assistance materials, including information briefs, white papers, tools, presentations, and processes. - 5+ years experience directing or managing large-scale federal grants or contracts. - 3+ years managing teams. Requirements - Experience working with multiple stakeholder groups as a participant, content advisor, and technical assistance provider. - Content knowledge related to state education systems, key policy issues (e.g., assessment, accountability, college and career readiness, school turnaround, diverse learners, educator development and evaluation), capacity building, coaching, and/or consultation. - Project management skills, including managing complex budgets, federal reporting, staff management, continuous improvement.
