Role Description - Accompagne le service prescripteur dans la définition de son besoin notamment en participant aux sourcing d’entreprises et au benchmark. - Pilote et détermine la stratégie d’achat à mettre en place et propose l’ingénierie contractuelle la plus performante (périmètre du marché, nature des prestations, allotissement, procédure, stratégie d’achat, etc) pour l’ensemble des achats. - Est responsable des projets de marchés publics qu’il/elle pilote en gestion de projet (depuis l’accompagnement du prescripteur pour la définition de son besoin et durant la phase d’analyse des offres, l’élaboration des documents de marchés publics, et plus globalement durant toute la procédure). - Utilise les outils interministériels (PLACE, APPACH) et tient à jour le tableau de bord du bureau concernant son activité. - Organise et participe aux négociations. - Assure le suivi juridique du marché en cours d’exécution (avenants, clauses de réexamen…). - Apporte conseil et assistance aux acheteurs et/ou prescripteurs sur la rédaction de leurs procédures. - Apporte conseil et assistance sur les procédures nationales et interministérielles auxquelles les services déconcentrés adhèrent. - Participe à la mise en œuvre de la politique interministérielle des achats portée par la Direction des Achats de l’Etat. - Participe à l’administration au niveau ministériel des SI PLACE et APPACH. - Participe à la mise en œuvre de la démarche éco et socio responsable des ministères. - Est force de proposition et participe pour le bureau à certains ateliers transversaux à la sous-direction. - Participe à la professionnalisation de la fonction achat (rédaction d’articles professionnels notamment pour Linkedin, animation des réseaux internes, participation à des groupes de travail transversaux à la sous-direction des achats, animation des formations métier). Qualifications - Droit de la commande publique et droit public général. - Procédures de passation des marchés publics, techniques et stratégies d’achat. - Connaissances en finances publiques. - Méthodes de gestion et de suivi de projet. - Méthode de négociation commerciale. Requirements - Rédiger un cahier des charges. - Maitriser les outils informatiques (ORME PLACE APPACH). - Savoir gérer des dossiers en mode projet. - Savoir conduire des réunions. - Savoir travailler en équipe et en transversal. - Maitrise Pack Office notamment Word et EXCEL. Role Description Reporting to the Deputy General Counsel, this role will be an integral part of the legal team that supports CareDx in a wide variety of transactions in the life sciences and in vitro diagnostic industry.
