Job Description Blue Water Thinking is seeking Senior Program Analysts to support an upcoming program within the VA. Senior Program Analysts will provide project management and coordination support for technology implementation workstreams, working closely with VA project managers and business owners to plan, prioritize, and coordinate activities that enable implementation readiness. This role supports alignment across multiple workstreams and ensures that implementation activities are efficiently executed in coordination with program leadership and stakeholders. Key Responsibilities: - Support planning, prioritization, and coordination of technology implementation activities - Coordinate across multiple workstreams to ensure alignment of tasks, timelines, and dependencies - Work closely with VA project managers and business owners to support implementation readiness efforts - Assist in identifying efficient approaches to complete implementation activities and milestones - Support development and maintenance of integrated schedules and tracking of implementation progress - Facilitate coordination between technical teams, business stakeholders, and program leadership - Track risks, issues, and dependencies, and support mitigation planning - Support Agile activities, including Program Increment (PI) planning and backlog refinement - Assist in preparing reports, briefings, and implementation status updates - Ensure consistent communication and coordination across stakeholders involved in implementation efforts - Support continuous improvement of implementation processes and workflows Required Qualifications: - Bachelor’s degree in Project Management, Business Administration, Information Systems, or related discipline - Minimum of 5 years of experience in project coordination or program support - At least 3 years supporting federal healthcare programs - Experience supporting large-scale system implementation efforts - Experience working in Agile project environments - Experience coordinating across multiple teams and stakeholders - Strong communication and organizational skills - Strong problem-solving and risk management capabilities Preferred Qualifications: - Experience supporting VA or VHA programs - Master’s degree or PMP certification - Agile/Scrum certification (SAFe, CSM) - Experience supporting enterprise-level healthcare IT programs Eligibility: - Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future - Must be able to obtain and maintain the required federal public trust clearance for this role Compensation: Salary for this position is determined by various factors, including but not limited to, location, the candidate’s particular combination of knowledge, skills, competencies and experience, as well as contract specific affordability and organizational requirements. Role Description We are seeking a U.S.-based, fully bilingual (Japanese/English) Program Manager to lead our Japan programming. This role is ideal for someone who can operate seamlessly across cultures, building strong relationships in Japan while being deeply embedded in the U.S. startup ecosystem. The Japan Program Manager will oversee the execution of gener8tor programs, including initiatives with partners such as JETRO and City/Prefectural government agencies. You’ll play a critical role in helping Japanese startups successfully enter and scale in international markets, particularly the United States. You’ll be responsible for recruiting and selecting startups, running accelerator programming, maintaining relationships with partners, and ensuring participating founders have every possible opportunity to succeed. Responsibilities - Program Leadership & Execution - Oversee the recruitment, logistics, and execution of multiple gener8tor programs per year. - Manage hybrid, virtual, and in-person program components (including some Japan-based events like Kickoff and Showcase, and U.S. immersion programming). - Deliver high-quality founder support through mentorship, connections, and resource sharing. - Serve as the lead mentor and coach for participating startups, providing guidance during and after each program. - Founder & Ecosystem Engagement - Recruit and select promising startups with global ambitions. - Build and maintain strong relationships with founders, mentors, investors, corporate partners, and community leaders. - Actively engage in the startup ecosystem including attending events, speaking on panels, and connecting stakeholders. - Support alumni with ongoing introductions to mentors, sponsors, and investors. - Partnership & Stakeholder Management - Manage relationships with JETRO, local governments, and other program partners, providing reporting and updates as needed. - Coordinate with gener8tor’s central team to align programming, marketing, and operations with national standards. - Represent gener8tor externally to promote Japan as a hub for global entrepreneurship. Qualifications - Entrepreneurial spirit and self-starter mentality. Experience as a founder, in a venture-backed company, or in venture capital is preferred. - Deep commitment to building the startup ecosystem in Japan and supporting international expansion. - Ability to work independently in a fast-paced environment and juggle multiple projects. - Strong interpersonal and relationship-building skills across cultures. - Fluency in both Japanese and English is required as programming will be conducted in both languages. - Flexibility to work some nights and weekends; willingness to travel domestically and internationally. - Commitment to equity across race, place, and gender. - A “no job is beneath me” mentality and willingness to roll up your sleeves.
