Job Description

Senior Preconstruction Manager – Mechanical Construction

Kimmel & Associates

• Lead and scale GC-driven preconstruction efforts nationwide • Manage RFQs, subcontractor bid leveling, scope letters, RFIs, and value engineering (VE) alternates for new construction and major renovation projects • Control subcontractor relationships and protect scope and margins • Collaborate with estimating, vendor coordination, and GC collaboration • Help build the company’s long-term preconstruction and estimating playbook

Job Requirements

  • 7+ years of preconstruction and estimating experience in mechanical, specialty systems, or subcontracted construction environments
  • Proven experience working directly with general contractors during pre-award phases
  • Experience supporting new construction and major renovation projects nationwide
  • Personally issued RFQs to subcontractors and actively leveled bids (not just reviewed summaries)
  • Authored detailed scope letters , assumptions, exclusions, and RFIs that reduced post-award change orders
  • Created and presented value engineering (VE) alternates with clear cost and schedule impacts
  • Managed subcontractors across multiple geographies and understands how to prevent subs from going direct to GCs
  • Practical estimating knowledge of installed systems including: Compressed air piping, Bulk lubrication / DEF systems, Equipment anchoring, Electrical and trade coordination
  • Experience with public sector, institutional, fleet, or municipal facilities
  • Familiarity with ALI certification, mechanical code coordination, and inspection requirements
  • Experience building estimating templates, standards, or preconstruction playbooks
  • Proficiency with Bluebeam, Procore, OST/HCSS, BuildingConnected, or similar tools
  • Background in organizations that subcontract by necessity , not preference.

Role Description The Senior Grants and Contracts Specialist will support the mission of the Human Services department by developing and managing contracts related to the Department’s homelessness, public health, and public safety investments.
