Role Description The Technical Proposal Writer develops clear, compliant, and compelling responses to state and federal RFPs, with a focus on Home and Community-Based Services (HCBS). This role builds structured proposal shells, integrates approved content from the organization’s content management system, and collaborates across departments to draft, edit, and refine proposal materials. - Generate compliant proposal shells for responses based on requirements found in Requests for Proposals (RFPs) for state and federal Home and Community-Based Services (HCBS). - Input approved boilerplate from proposal Content Management System (PPL currently uses Loopio) into proposal shell to accurately address RFP questions. - Work with the Proposal team to free-write material for proposals and edit and improve existing material. - Complete all forms, references, resumes, and biographies as outlined in the RFP. - Work with the Marketing department in the generation of all organizational charts and other proposal related graphics. - Support the Proposal team in maintaining and building the proposal library. - Stay abreast of industry standards, review all proposal post-bid information, and provide summaries, maintain the Content Management System, and monitor procurement sites. - Work with various departments and levels of management to draft responses. - Make recommendations on response approaches. - Ensure consistent proposal submissions across PPL. - Ensure that tools and style guides are in place to support the development of documentation that meets current market expectations. - Support the development of overviews and summaries to the Executive Leadership Team. - Ensure Freedom of Information Act (FOIA) requests are submitted after each proposal, and a competitor analysis is performed. - All other duties as assigned. Qualifications - Bachelor’s Degree Preferred. Substantial professional experience in a related field may be considered in lieu of formal degree. - 1-3 years of relevant experience as a proposal writer with experience in state/federal procurement responses, proposal development and/or grant writing. This is a long-term consulting engagement with an annual rate of $75,000-$83,000. Years of experience, level of education, geographic location, unique skills/qualifications for the specific role and potential certifications can be key factors in the final compensation for this role.
