T5 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 5 (T5) to Parsons in April 2023. Parsons is the prime contractor. This $1.8+ billion contract has a 4-year base period with two 3-year options. What You'll Be Doing: - Periodic data audits – Plan and execute structured audits of data assets, ingestion pipelines, classification records, metadata completeness, and retention practices; produce clear, evidence-based findings reports. - Platform audits – Audit the governance configuration of the orchestration layer and, in coordination with the CHAOS Data Engineering team, the USMC DCO platforms; assess whether platform controls reflect current policy and identify gaps. - Compliance reporting – Produce compliance documentation in support of program reporting obligations; map audit findings to applicable frameworks (NIST, FISMA, or program-specific requirements) and track remediation status. - Risk identification – Identify data governance risks — including policy gaps, configuration weaknesses, access control failures, and data quality issues — and communicate them to the Governance Lead with appropriate priority. - Findings and remediation tracking – Own the findings log; assign remediation actions to the appropriate team member, track progress, and verify closure; escalate unresolved findings to the Governance Lead. - Audit methodology maintenance – Maintain the audit methodology, checklists, and schedule; ensure audit coverage evolves as the data environment grows or changes. - DCO operationalization – Work directly with SMEs who perform data value evaluations for DCO; translate their assessments into acquisition tasks — identifying sources, standing up connections, and confirming data delivery. - Data Quality at Ingestion – Implement validation and quality checks at the point of ingestion; flag anomalies, schema drift, and delivery failures for the Data Governance Lead's review. - Documentation – Maintain current documentation of all data sources, pipeline configurations, ingestion schedules, and known issues; support onboarding of new sources efficiently. Requirements - Lead HR leaders through the annual compensation planning process to ensure a seamless experience for all stakeholders, with clear communication of plans and timelines. - Engage with HR leaders to ensure accurate and timely submission of compensation data. - Provide data analytics by proactively running reports and/or leveraging the HR Analytics team to analyze and draw insights on pay equity, identify risks and inconsistencies, and raise/escalate issues or recommend adjustments to help align compensation decisions with Parsons’ compensation philosophy and practices. - Conduct salary analyses and develop recommendations for senior-level roles or complex situations, including unique or highly compensated offers that may involve sign-on bonuses, short-term incentives (STI), and long-term incentives (LTI). - Respond to salary equity analyses, providing impartial recommendations to HR and leadership. - In partnership with Finance, monitor salary adjustment spend, track escalation metrics, and inform the business of trends and areas of concern. - Analyze employee salaries for both compliance, internal pay equity and market competitiveness, proactively identifying and addressing areas of concern with HR leadership. - Leverage data to identify potential gaps in competitiveness by job family group, job family, and job profile, and make actionable recommendations making market data and internal peer data. - Provide job mapping cross walk guidance between LCAT and Parsons job classification system to the HRBP and Talent Acquisition team members supporting proposal teams for both CONUS and OCONUS new business opportunities. - Partner with HR and the business to support special projects and data requests, such as uplift analyses, geographic differentials, Fair Labor Standards Act classifications for unique or escalated cases requiring assessment, customized incentive plans and other compensation-related initiatives. - Ensure thorough understanding of, and full compliance with, all Service Contract Act (SCA) and David Bacon Act (DBA) requirements on existing and future contracts. - Partner with the SCA H&W administration team to address questions from leaders and HR. - Lead and/or support SCA activities to ensure ongoing compliance. - Develop and deliver training for HR and managers or collaborate with relevant content owners/COEs on the design and delivery of training on topics including compensation philosophy, pay-for-performance, compensation planning, promotion and salary adjustments, job structure, offer development, SCA/DBA, and FLSA compliance. - Analyze and report on DRIVE Award spend. - Support retention agreement planning, in partnership with HR leaders and legal including ad hoc retention requests and submissions. Role Description Parsons is looking for an amazingly talented Electrical / Systems Construction Estimator to join our team! In this role you will get to perform estimating activities for electrical aspects of a wide variety of project types and delivery methods. - Develop comprehensive estimates in accordance with common electrical construction estimating practices and software. - Perform detailed review of project plans and specifications. - Perform quantity takeoffs for electrical equipment and related materials. - Prepare top-down conceptual and bottoms-up detailed estimates. - Utilize estimating software to create activities to accurately reflect the means and methods of the work. - Compare productivity rates with historical data. - Coordinate with estimating team to ensure all contract scope is covered. - Initiate contact and solicit quotes from subcontractors and material suppliers. - Actively participate in bid reviews. Qualifications - Understand the essentials of the electrical contracting business, application of products, basic code knowledge, and good organizational skills. - Demonstrated experience with electrical estimating practices. - More than 3 years of related practical work experience in the direct-hire electrical construction industry familiar with products, methods, and estimating activities. - Must have a clear understanding of, and ability to work with construction contract documents, drawings, and specifications. - Experience with various software including Microsoft Office, Blue Beam, and standard industry estimating software. Requirements - Experience in Transportation, Water / Wastewater, Industrial, and/or Commercial markets, preferably with an at-risk direct-hire electrical contractor. - Bachelor's degree in Engineering or Construction Management is preferred. - Demonstrated team and leadership skills. - Desire to train and mentor less experienced staff.
