• Serve as Scrum Master and technical lead for the agile development team • Work directly with the client Program Manager and staff to coordinate development priorities and sprint activities • Assign and track Help Desk and development tickets to ensure timely resolution • Act as the primary interface between the development team and program leadership • Facilitate daily stand-ups, sprint planning, backlog grooming, and sprint retrospectives • Monitor team workload and ensure balanced task distribution and productivity • Ensure development activities follow Agile and DevSecOps best practices • Track progress and communicate status updates, risks, and blockers to leadership • Coordinate with engineers, QA personnel, and DevSecOps teams to ensure successful delivery • Support continuous improvement of Agile delivery processes and team performance

• Provide planning, which includes development of implementation and installation plans for IBM Mainframe projects. • Develop timelines and milestones related to the required steps for implementation or upgrade of IBM mainframe platform. • Use required software tools, including IBM SMP/e, to create, update, and configure required datasets and parameter libraries and members. • Create and deliver detailed installation/upgrade documentation. • Diagnose and resolve IBM z/OS system communications software or hardware abends and abnormal operating environment problems.

• Design and implement Azure-based infrastructure architectures supporting enterprise workloads and hybrid environments. • Lead planning and execution of data center-to-cloud migrations, including IaaS deployments and application modernization initiatives. • Architect high availability, disaster recovery, and multi-region resiliency solutions within Azure. • Develop cloud network architectures including virtual networks, secure connectivity, and hybrid networking models. • Design and implement enterprise identity solutions leveraging Azure AD / Entra ID and Active Directory. • Support enterprise SSO integrations and federation architectures using modern identity standards (e.g., SAML, OAuth). • Lead modernization of legacy identity systems into cloud-integrated identity platforms. • Design migration strategies for on-premises infrastructure to Azure cloud platforms. • Guide engineering teams through deployment of Azure services including: Virtual machines and infrastructure services, Application hosting and integration platforms, Secure networking and application gateways, Identity and access controls. • Support the integration of enterprise collaboration platforms such as Microsoft 365 and Teams. • Assist with implementation of automation and infrastructure-as-code approaches.

• Design, develop, and maintain full stack application components • Apply systems engineering principles to ensure design changes align with architecture requirements • Evaluate the technical implications of cybersecurity findings and vulnerabilities • Participate in code reviews and validate code prior to merge into production branches • Collaborate with developers, QA engineers, and DevSecOps teams to deliver secure software • Support development of secure and scalable application architecture • Assist in debugging, troubleshooting, and performance optimization of applications • Contribute to Agile sprint planning and development activities • Maintain documentation for system architecture and design decisions • Support continuous improvement of secure development practices

• Maintain IBM CICS and Message Queuing (MQ) software including all changes, upgrades, and patching. • Address any questions and issues related to IBM CICS and Message Queuing (MQ) software. • Maintain software, CICS and MQ environments in compliance with the security guidelines. • Diagnose and resolve CICS environment system abends and abnormal operating problems using system logs, and other available logs and documents. • Install, customize, upgrade and maintain CICS and MQ Software on mainframe computer platforms running z/OS. • Participate in planning and executing database migrations, application software upgrades/migrations. • Analyze CICS & MQ software environments to provide performance tuning recommendations and plans. • Create, define, modify, and understand CICS parameters to be able to create new regions per requested criteria without assistance. • Create and maintain backup processing for CICS & MQ and their associated products. • Administer and implement CICS web services environment including assisting programmers in understanding requirements for use. • Have a thorough understanding and experience of IBM SMP/E environment and ability to use SMP/E to install software as a lead technician.

• Implement, maintain, and assess security controls for Azure and hybrid enterprise systems in accordance with organizational policies and applicable cybersecurity standards • Support security compliance and authorization activities, including preparation, review, and maintenance of required security documentation and artifacts • Conduct security control validation, vulnerability analysis, and risk assessment activities across systems and platforms • Monitor system security posture and coordinate with engineering teams to remediate identified vulnerabilities and findings • Provide IA guidance during system changes, deployments, and upgrades to ensure security controls remain effective and compliant • Support incident response and cybersecurity event handling, including analysis, containment support, and post-incident remediation activities • Review system configurations, architectures, and operational procedures to identify security gaps and risk areas • Collaborate with Senior Azure Systems & Platform Engineers and Azure Architects to ensure security requirements are integrated into system designs and implementations • Assist with continuous monitoring activities, including review of security-relevant logs, alerts, and assessment results • Support audits, inspections, and compliance reviews by providing technical input, evidence, and security expertise • Track and manage plans of action and milestones (POA&M) and remediation efforts, as applicable • Maintain accurate security documentation, including control implementations, assessment results, and remediation records • Ensure compliance with DoD 8140 / DCWF qualification requirements and maintain required professional certifications and continuing education

• Develop and execute automated and manual software tests to ensure system functionality and reliability. • Review and analyze Sonar and Checkmarx scan results to identify potential code vulnerabilities. • Develop and maintain test scripts and automated testing frameworks. • Coordinate with development teams to resolve defects and improve code quality. • Ensure testing processes align with Agile development methodologies. • Produce and maintain test documentation and test artifacts. • Support the creation of artifacts required for ISSO/ISSM RMF accreditation processes. • Participate in release testing and validation activities. • Track defects and testing results through issue tracking systems. • Support continuous improvement of software testing and QA processes.

• Work with DBA Team to provide technical direction on integration of MROi solution components with Oracle Cloud Infrastructure (aka OCI), Cloud One and ERP Common Services. • Installation, cloning, configuration and integration of Oracle E-Business Suite (eBS) 12.2 with Oracle RDBMS 12c/19c, technical stack and custom-developed objects; monitor and troubleshoot and optimize the eBS application/database. • Provides support to the MROi System Implementer, MROi Integrated Program Office (IPO) and other AFLCMC/PEO BES programs, relating to the architecture, design, installation, configuration, integration of products and services, performance and operations of the MROi software solution components. • Assists ERP Common Services, PMO architects, System Implementer and PMO developers to instantiate and maintain multiple eBS instances and applicable technology stack components in all DISA environments (development, test, training, reporting and production). • System monitoring, performance tuning, load balancing and capacity planning. • Tracking and monitoring the development, test, training, reporting and production environments, support issue resolution. • Implementation and maintenance of application and database security. • Interface with Oracle Support for technical issue resolution. • Assist development and support staff with analysis of query execution plans and cost. • Experience around the change management process. • Work with Team of Oracle Application DBAs to support user community.

• Ensure that all information systems are managed, operated, and used IAW DISA STIGS and other applicable policies and procedures. • Support all ACPs (ACF2, RACF and CA TSS) utilized by the information systems. • Provide access control and account provisioning for all information systems. • Use DISA approved tools to plan, conduct, review, analyze, and correct findings in support of STIG reviews SRR. • Provide audit and inspection support for the government to include providing artifacts and evidence. • Support COOP exercises (Simulated and Table Top) exercises. • Grant and maintain access and account profiles for both individual and system resources. • Promptly report security violations IAW with specific security requirements for reporting incidents and violations. • Use DISA approved tools and follow policies for Change, Incident and Service Requests.

• Develop, edit, and maintain technical documentation including standard operating procedures (SOPs), knowledge articles, system diagrams, configuration baselines, and release documentation. • Create and manage structured knowledge content supporting Enterprise Management (EM) processes, application packaging, configuration updates, and release validation activities. • Translate complex technical concepts into clear, concise documentation for technical and non-technical audiences. • Maintain documentation of repositories in accordance with organizational knowledge management standards and version control practices. • Support Change Advisory Board (CAB) processes by documenting change records, technical impact summaries, and release notes. • Ensure documentation reflects current configurations, STIG compliance updates, RMF-related control documentation, and system changes. • Coordinate with Systems Administrators, Engineers, IA Security personnel, and Architects to capture accurate technical details. • Support audit readiness by organizing and maintaining required documentation artifacts and evidence. • Assist in developing documentation templates, style guides, and governance standards to improve consistency and quality. • Participate in process improvement initiatives to enhance documentation accuracy, accessibility, and lifecycle management. • Perform additional duties as assigned in support of enterprise IT knowledge management objectives.
