Role Description This position is located in the Public Partnerships Division of the World Food Programme's (WFP) Headquarters in Rome, Italy. The Consultant will be assigned to the Due Diligence Unit within the Partner Governments and Partnerships Support Service. As part of its Resource Mobilization Strategy, WFP has established a new Due Diligence Unit within the Public Partnerships Division. Role Description The Senior Technical Advisor – Disaster Risk Financing (DRF) provides high-level technical leadership on disaster risk financing instruments, focusing on macro and meso-level climate insurance, risk layering, catastrophe bond structuring, and climate hazard model development. The role includes: - A. Technical Advisory Services on Disaster Risk Financing Instruments - Coordinate the technical design, structuring, and refinement of sovereign and meso-level risk transfer instruments, including macro drought insurance products, risk layering mechanisms, and trigger-based contingency financing tools. - Coordinate the design, testing, and refinement of new or expanded DRF instruments, including: - Expansion and optimization of the catastrophe insurance layer in Africa. - Meso-level insurance products in collaboration with the Inclusive Risk Financing Team. - New macro drought insurance instruments for high-risk contexts (e.g., Afghanistan). - Provide technical recommendations on the development of first-of-its-kind financing instruments, including a catastrophe bond for drought. - Advise WFP and partners on the development and evaluation of data analytics and risk modeling. - Coordinate the policy placement process for WFP / PRGR. - Initiate and oversee technical research and studies that advance modeling, index design, and DRF operationalization. - B. Role Description The Digital Solutions Delivery Branch (TECD) is seeking to fill the position of a Senior Business Analyst for Human Capital Management (HCM) and non-for-profit Payroll (NPO) projects with knowledge, expertise, and experience in SAP Human Resource for Non-Profit Organization (PA, OM, TM, PY, …), focusing primarily on the integration between SAP HR and Workday/HCM. Reporting to the Lead of Business Analysts in TECD, and under the guidance of the Project Manager of the HCM project, the Senior Business Analyst will be a key team member in the HCM project and in all the ongoing and upcoming other HR initiatives. He/she will be responsible for liaising with stakeholders to discuss, collect, and document requirements and implement IT solutions which meet their needs and achieve the highest quality in terms of technical usability, user acceptability, and domain suitability. The incumbent will support the TEC Project Manager during the initiation, design, development, and testing phases of all HR projects as part of the project team. He/she will act as HR area focal point and will work together with the other Project Stream Leaders. Deliverables at the end of the contract include: - Business requirements documented. - Integration document for both functional and technical requirements are completed and well documented. - Regression testing documentation fully updated and signed off by both Business and TEC teams. - Status update and senior advice to the HCM Project Manager and TEC Senior Management as required. Qualifications - University Degree in computer science, mathematics, statistics, business administration or another related technical field or equivalent professional experience. - Minimum 10 years progressively responsible professional experience as HR Business Analyst within an International Organization and proven record of accomplishment in development and implementation of SAP HCM NPO solution. - In-depth knowledge in configuring, customizing, testing and releasing changes related to the Non-For-Profit Organisations (NPO) Payroll delivered by SAP to UN Organisations, with extensive knowledge of both SAP Public Sector and UN rules for entitlements and benefits. - Experience in conducting complex business and data analyses and preparing complex business requirements for system development, in performing testing and system deployment. Requirements - In-depth knowledge of UN HR and payroll rules and SAP HCM NPO solution. - Senior-level expertise of the SAP HR solutions, both on premises and in the cloud. - Expertise liaising with the SAP Support Team and the SAP NPO dedicated Team in India. - High problem-solving skills and willingness to develop any technical skills needed. - Proven ability to analyse business processes, uncovering, shaping, and documenting business needs and requirements that are aligned with business strategies. - Experience solving analytical problems. - Excellent communication skills and time management. - Experience in working in a multicultural and diverse workplace, and strong team-player attitude. Role Description The Consultant (PSEA and Partnerships) will report to the Senior Advisor (PSEA) and work collaboratively with other members of the PSEA Unit and the Operational Partners Unit. This position is home-based. - Support the development of an Implementing Partner PSEA Capacity Assessment implementation plan for WFP. - Provide support and training to selected country offices on the joint UN Implementing Partner PSEA Capacity Assessment and provide training and webinars on PSEA for Partnerships as requested using PSEA Unit/NGO Partnerships tools. - Provide support to both CP management staff and PSEA Focal Points on how to conduct verifications of PSEA Self-Assessments and to support CPs in developing and implementing capacity strengthening implementation plans outlining appropriate risk mitigation measures, including capacity building and monitoring, and outlining steps for the partner to increase the number of PSEA standards. - Support with the development of training of trainers modules for the continuing implementation of the PSEA capacity assessment tool. - Support regular data analysis, documentation of lessons learned and case studies and good practices from country offices. - Support the development and implementation of trainings and capacity building sessions on the UN Partner Portal – PSEA Module. - Contribute to interagency coordination and collaboration on PSEA for partnerships, as requested. - Support the PSEA Unit within the scope of the PSEA portfolio and the skills of the Consultant, as requested and agreed.
