Role Description The Senior Program Manager (Change Management) plays a critical role in driving strategic change initiatives that deliver on our objective to establish a modular, interoperable, and scalable system capable of enhancing safety, efficiency, and adaptability in a complex, multi-domain environment with global impact. This position entails leading large-scale, complex programs from conception through completion, ensuring they align with and advance the organization's strategic goals. The Senior Program Manager provides visionary leadership and optimizes resource utilization. We are seeking candidates who can demonstrate their ability to perform with agility and act with an understanding of the importance of the customer’s mission. The candidate will effectively leverage the ServiceNow platform and their own expertise to implement enterprise business solutions for our customer. They will be a member of a cross-functional team responsible for enhancing the ServiceNow platform, implementing new products, and developing ServiceNow solutions. The successful candidate will provide input to a team of eLearning courseware developers and work through day-to-day assignments and workloads. He/she will interface with education and training subject matter experts, client and learning management system operations staff, and other stakeholders. They'll provide actual detailed development of engaging, interactive, SCORM-compliant courseware, including end-to-end product testing, review, and maintenance. Job Description We have an opportunity for Learning Management System (LMS) Administrator to join our team. The successful candidate will provide system administration for LMS to deliver training in a variety of settings (i.e., classroom, web, and on-site production facilities) for the LMS. Manages coordination and review aspects of LMS courseware and tracking of all agency courses in JKO production and testing. The successful candidate will also provide a variety of client needs, such as supporting leadership cohorts through self-paced coursework. The ideal fit for this role will be a highly collaborative and motivated self-starter, with strong analytic and organizational skills. Typical responsibilities include: - Provides system administration for LMS and LMS system training as required. - Provides technical support for LMS users, diagnosing and resolving system, access, enrollment, and content issues in a timely manner. Ensures managing and tracking of DHA training courseware in production and testing and conforms to DHA LMS mission and/or program guidelines. - Employs approved LMS instructional methods and materials to conduct training courses. - Collaborates with eLearning team, DHA stakeholders, and Government management. - Liaises with subject matter experts regarding implementation and coordinates courseware gate reviews with customers regarding implementation of courses to LMS - Communicates effectively with leadership. The successful candidate will have the ability to apply learning theory to develop effective training. This position will also be responsible for facilitating virtual classroom training. Responsibilities - Apply behavioral science, human factors expertise, and organizational research methods to assess the workforce and operational impacts of BNATCS modernization activities. - Lead and support readiness assessments, stakeholder analysis, and behavioral data collection efforts to evaluate organizational preparedness for system, process, and operational changes. - Assess cognitive workload, human-system interaction, and workforce performance implications associated with new technologies, procedures, and operational practices introduced through BNATCS. - Analyze workforce adaptation challenges, retraining requirements, change saturation risks, and potential impacts on controller workload, stress, and operational performance. - Translate behavioral insights and workforce data into actionable recommendations that inform program decision-making, operational planning, and change management strategies. - Support the development and execution of event-based change plans that guide workforce adoption of BNATCS capabilities across implementation phases. - Contribute to the identification and mitigation of behavioral and workforce-related risks that could affect NAS reliability, operational safety, or program adoption. - Collaborate with BNATCS engineering, technical, and operational teams to integrate human performance considerations into system design discussions, technical reviews, and operational planning activities. - Provide human factors insight during design reviews, system integration discussions, and training planning to ensure workforce capabilities and operational constraints are considered. - Evaluate the organizational and operational implications of modernization activities, including impacts to roles, responsibilities, decision authorities, and operational workflows. - Support stakeholder engagement and workforce readiness activities including surveys, focus groups, workshops, demonstrations, and feedback collection efforts designed to facilitate change adoption. - Monitor workforce sentiment, stakeholder feedback, and adoption indicators to inform engagement strategies and refine change interventions. - Contribute behavioral insights to outreach and engagement activities such as demonstrations, working groups, briefings, workshops, and industry events. - Develop and apply behavioral and organizational metrics that track workforce readiness, adoption health, and change effectiveness. - Identify sustainability risks such as workforce turnover, training gaps, or operational resource constraints and recommend strategies to support long-term adoption and workforce capability. Qualifications Qualifications - Ability to obtain Public Trust (U.S. Citizen) - Master’s or Ph.D. in Industrial/Organizational Psychology, Human Factors Psychology, Organizational Psychology, or related applied behavioral science field. - 10–18 years of progressive applied experience in large-scale, complex, safety-critical environments (e.g., aviation, transportation, defense, critical infrastructure, federal agencies). - Demonstrated experience in human factors assessment, workload analysis, cognitive ergonomics, or workforce performance evaluation. - Experience designing and conducting readiness assessments, surveys, interviews, or structured behavioral data collection for enterprise change management - Experience translating behavioral data into operational recommendations and action plans for senior leadership. - Ability to operate effectively in performance-based, time-sensitive environments. - Excellent written and verbal communication skills. Job Description The Engagement Coordinator will support NetImpact’s Organizational Change Management (OCM) team in delivering modernization initiative. The project represents a large-scale transformation affecting operational systems, workforce processes, and organizational practices across the National Airspace System (NAS). This role provides program coordination support across NetImpact’s OCM effort and the Prime Integrator's, Organization Effectiveness (OE) office to help maintain program rhythm, governance cadence, and stakeholder engagement activities.
