Initiate Government Solutions, LLC.

• Serve as a point of contact for all security matters related to government contracts • Ensure compliance with the National Industrial Security Program Operating Manual (NISPOM) and other relevant security requirements • Maintains and updates the company’s Standard Practices and Procedures (SPP) and Insider Threat Program (ITP) documents as required by DCSA, NISPOM or standard security best practices • Conduct security briefings, debriefings, and training for employees with security clearances • Manage personnel clearances, security documentation, and access to classified information through DISS and the National Background Investigation Services (NBIS) • Support physical security measures for the facility, including badging, visitor access, and secure storage • Perform self-inspections and coordinate with Defense Counterintelligence and Security Agency (DCSA) representatives for audits and inspections • Manage the National Industrial Security System (NISS) to maintain facility security information, upload applicable DD254s, submit applicable Change Conditions for the company, and monitor notifications to the company profile • Investigate and report security violations, follow through on incident reports, and prepare reports specifying preventive action to be taken • Support Ad Hoc projects as requested

• Responsible for leading the architecture, design, governance, and implementation of Salesforce-based enterprise solutions supporting case management, CRM, workflow automation, and program operations. • Ensures delivery of scalable, secure, and compliant solutions aligned with HRSA enterprise architecture, cybersecurity standards, and business objectives. • Provides technical leadership across the full project lifecycle, including solution design, configuration and customization oversight, integrations, data migration, DevSecOps alignment, IAM integration, and environment management. • Develops architectural roadmaps, conducts proof-of-concept efforts, evaluates alternatives, mitigates technical risks, and ensures adherence to platform best practices and change management processes. • Serves as the primary liaison between business and technical stakeholders and oversees quality, performance optimization, and long-term sustainment of the Salesforce platform.

• Design and develop end-to-end solutions using SAP Analytics Cloud platform, including data modeling, and visualization (knowledge of planning, predictive analytics, and collaborative features is a significant advantage) • Design and implement data models and connections within SAP Analytics Cloud (SAC), ensuring data integrity, performance, and security • Perform testing, debugging, and optimization of SAC applications to ensure quality, performance, and usability standards are met • Design of new reports, interactive Business Intelligence artifacts, or data visualizations • Refinement of data analysis work products developed by other HHS personnel • Migration of data analysis work products from one reporting software tool to another, such as from Crystal Reports to Business Objects • Development of new, or modification of existing, metadata describing data structures and encodings to facilitate end-user discoverability and understanding • Development of new, or modification of existing, aggregations to facilitate analytic performance improvements • Definition of new, or modification of existing, roles controlling access to data analysis work products • Develop, update, integrate APIs/Restful APIs as deliverables for enterprise initiatives and projects • Packaging of data analysis work products for deployment to test and production environments • Analysis and resolution of defects identified in data analysis work products • Create or modify documentation related to data analysis work products • Create or modify training material related to data analysis work products

• Provide overall leadership, direction, and accountability for cloud architecture, delivery, and operational performance. • Ensure timely delivery of high-quality deliverables in accordance with contractual requirements and performance standards. • Design and oversee implementation of cloud solutions across IaaS, PaaS, and SaaS platforms in alignment with enterprise architecture standards. • Lead cloud strategy development, cloud suitability assessments, and application rationalization efforts. • Architect and guide solutions for application modernization, migration, and cloud-native development. • Establish and maintain DevSecOps pipelines, configuration management practices, and CI/CD strategies. • Provide technical oversight across all phases of the SDLC. • Lead activities related to systems analysis, systems engineering, database design, and application development. • Ensure solutions comply with federal cybersecurity requirements, including HHS security policies, privacy, and Section 508 standards. • Integrate information assurance, risk management, and cybersecurity controls into all cloud and system architectures. • Support application and system security, including secure design, testing, and accreditation readiness. • Provide insights on emerging technologies, tools, and market trends to inform modernization efforts. • Oversee cloud environment management and sustainment, including monitoring, optimization, and continuous improvement.

• Develop proposal content by assembling and integrating information including project nature, objectives/outcomes/deliverables, implementation, methods, timetable, staffing, budget, standards of performance, and evaluation • Ensures that sections developed are compliant with solicitation requirements and incorporate strategies, win themes, and discriminators • Interact with Business Units, Proposal Manager, Subject Matter Experts, and Teaming Partners to obtain content necessary to draft compelling proposal sections • Interview SMEs, consultants, capture managers, and other proposal team members to obtain information for proposals and then independently develop technically clear and compelling proposal content • Provide insight on proposal content and where we can emphasize or incorporate strengths and benefits to improve responses • Organize and carry out multiple tasks simultaneously under tight/changing deadlines • Participate in daily stand-up calls, on live bids, detailing status of the proposal sections for which the writer is responsible, and identify any issues or resource requirements • Participate "hands on" in all phases of the proposal development process including gate reviews, win strategy, win themes/discriminators, outlines and compliance matrices, color reviews, writing and editing, graphic design, desktop publishing, document production, and packaging and delivering • Participate in strategy/solutioning sessions to develop winning approaches • Assist in proposal graphic conceptualization and creation, as needed • Support drafting/development of technical, past performance, staffing plans, formatting of resumes, and management narratives for large scale, complex, strategic proposals • Prepare past performance questionnaires to be completed by customers • Support corporate writing and editing efforts as needed (marketing materials, website content, etc.) • Maintain and update SharePoint repositories with re-use content and past writing • Ensure proposal content is 508 compliant, when necessary • Other duties as assigned

• Lead the design and development of APIs, including specifications, endpoints, data models, and protocols such as REST and GraphQL. • Provide technical leadership to a team of 3–4 developers, guiding design decisions and engineering best practices. • Remain hands-on in the codebase, contributing production-grade code for core services. • Conduct code reviews to ensure code quality, maintainability, and security. • Partner closely with the Engineering Crew Lead and API Architect to review solution design and deliver robust, scalable solutions. • Ensure seamless integration of APIs with internal systems, external applications, and third-party services. • Promote the effective use of AI-enabled tools in the API development lifecycle to improve productivity and code quality. • Create and maintain clear, comprehensive API documentation for consumers, including usage guidance and best practices. • Implement and uphold security best practices, including authentication, authorization, and encryption. • Interface with external engineering teams to ensure alignment on technical standards, governance requirements, compliance obligations, and ongoing CATO maintenance. • Monitor and optimize API performance, reliability, and scalability. • Manage API versioning and support backward compatibility as services evolve. • Provide ongoing support, troubleshoot production issues, and implement enhancements based on stakeholder feedback. • Participate in Tier 1 and Tier 2 on-call operations.

• Maintain software and DB2 environments in compliance with the STIG and/or SRG • This includes keeping software at a vendor supported version, applying necessary security software patches within the required timeframe, and maintaining required documentation as outlined in the STIG • Maintain any and all software exits associated with the software maintained in this SOW, regardless of the language used to write the exit • Provide technical services to the customer on questions and issues relating to the database software maintained on the DISA mainframe systems for DB2, including all changes and upgrades • Provide a report to the COR on customer questions • Install, customize, upgrade and maintain DB2 Software on mainframe computer platforms running z/OS • Participate in planning and executing database migrations, application software upgrades/migrations • Maintain a working knowledge of departmental SOP • Ensure that all work is completed using the documented procedures, to include updating and maintain tickets, change requests, and documentation • Use SMP/E, to install and maintain software for execution in the IBM Mainframe platform, which includes the z/OS • Other duties as assigned
