Role Description UNICEF delivers a significant volume of programme supplies to implementing partners (government and CSOs) as a core modality for achieving results for children. In 2024 alone, approximately US$1.44 billion in supplies were transferred to partners globally, underscoring the importance of strengthening oversight, monitoring, and accountability of programme supplies across the full results cycle. While robust risk management mechanisms exist for cash transfers (HACT), programme supplies have historically been managed through parallel systems and processes, limiting their systematic integration into programme planning, monitoring, reporting, and risk management. This gap has been highlighted by internal and external audits, including OIAI and UNBOA, particularly with respect to last‑mile visibility, monitoring of pre‑positioned supplies, and assurance over use at community level. In response, UNICEF is advancing the Last Mile Supply Monitoring (LMSM) solution and related digital and procedural enhancements to ensure that programme supplies are fully embedded within results management, rather than treated as a standalone supply chain function. Under the supervision of the P4 Health Specialist, Integrated Service Delivery (Community Health) of the MNCAH CoE team, the incumbent is responsible for providing technical support to the CHDP platform as a global/regional partnership fostering coherent and increased investments for community health aligned to country priorities. - Advocacy & partnerships - Coordinated technical assistance - Measurement & Knowledge Management - Monitoring and reporting - Other assigned duties and responsibilities Qualifications - An advanced university degree (Master's of higher) in the area of Environment, Environmental Applied Engineering, Environmental Science/Health, Public Health is required. - A minimum of eight (8) years of professional experience at the national and/or international level in community or primary health care, including health planning, programming, implementation, monitoring, and evaluation of health programmes relevant to the Child Survival, Thrive, and Transform agenda is required. - Partnership development, technical assistance, Coordination and facilitation, Knowledge management, Resource mobilization, Stakeholder engagement. - Fluency in English is required. Requirements - Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language. - Professional work experience in a managerial position, or a technical expert position in community health programming and other relevant technical areas of primary health care. - Developing country work experience or field work experience. - Background/familiarity with Emergency. - Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
