Role Description The HR Analyst provides essential support in the area of data analysis, driving strategic initiatives within Loudoun County’s Human Resources Department. This role offers the opportunity to: - Develop a high-impact HR data strategy - Lead data-driven projects - Provide strategic support on key HR initiatives - Draft data governance policies - Research industry best practices - Offer insights that shape key decisions across HR programs - Partner with HR leadership to translate day-to-day data into tools to support decision-making - Enhance HR practices, compliance, and strategic planning utilizing predictive analytics - Measure the real impact data has on business results This position reports to the Assistant Director, Workforce Planning and Compensation. Core responsibilities include: - Perform data collection from multiple systems (HRIS, payroll, ATS, etc.) - Clean, validate and organize data for accuracy - Conduct in-depth analysis of HR policies and programs, identifying areas for improvement and clear actionable recommendations for process optimization - Develop policies around Data governance and access - Support HR initiatives by developing analytical models, conducting data analysis, and generating insights for strategic planning and workforce management - Utilize predictive analytics to help identify risks and analyze trends, patterns and anomalies across the organization to drive strategic initiatives - Perform root cause analysis - Analyze performance goals and/or benchmark data and recommend data-driven process changes - Lead and manage complex HR data driven projects, including defining project goals, timelines, and deliverables - Create comprehensive reports and presentations for HR leadership utilizing infographics and state-of-the-art data visualization techniques, interpreting data trends and providing informed recommendations - Present findings in a clear, non-technical way - Monitor state and federal legislation affecting HR policies; work closely with the County’s Legislative Liaison for compliance updates - Collaborate with HR leadership to establish performance metrics and benchmarks for HR programs - Serve as a primary resource for HR data analysis and policy development, aiding in the creation of effective, fact-based solutions for emerging HR issues - Assist in the development of strategic plans by providing data-driven insights and recommendations Qualifications - A combination of education and experience equivalent to a bachelor’s degree in Human Resources, Data Science, or a related field - Three (3) years of experience in HR data analysis (people analytics), strategic project management, and policy development - Experience developing infographics and presenting information/data in a clear, concise manner based on audience - Experience in local government and professional HR certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP) is preferred - Strong knowledge of HR principles, policies, and practices, including data analysis, policy development, and project management - Advanced skills in data analysis, including proficiency with analytical tools and software such as Excel, Tableau, or Power BI - Excellent project management skills, with the ability to lead complex projects and meet tight deadlines - Strong oral and written communication skills, with the ability to present data-driven insights and recommendations clearly and effectively - Skilled in problem-solving and critical thinking, with the ability to make informed, evidence-based decisions - Ability to interpret and apply HR regulations and legislative changes - Experience in policy analysis, program evaluation, and delivering data-based recommendations to leadership Requirements - This position is FLSA Exempt and may require work beyond the standard workweek - The successful candidate will undergo criminal and credit background checks Benefits - Competitive salary and benefits package, including health, dental, VRS (retirement), annual, personal, and sick leave - This position is eligible for telework (hybrid) under the County’s Telework Policy

Job Requirements

  • A combination of education and experience equivalent to a bachelor’s degree in Human Resources, Data Science, or a related field
  • Three (3) years of experience in HR data analysis (people analytics), strategic project management, and policy development
  • Experience developing infographics and presenting information/data in a clear, concise manner based on audience
  • Experience in local government and professional HR certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP) is preferred
  • Strong knowledge of HR principles, policies, and practices, including data analysis, policy development, and project management
  • Advanced skills in data analysis, including proficiency with analytical tools and software such as Excel, Tableau, or Power BI
