Job Description

Senior Civil SWPPP Engineer

Signal Energy

• Oversee all civil SWPPP engineering efforts to ensure warranty claims are resolved on time, comply with client and regulatory requirements, meet quality standards, and align with budget and constructability expectations • Serve as Signal’s lead authority on SWPPP compliance and performance and own all SWPPP warranty and O&M erosion-related issues across operational projects • Evaluate post-construction erosion, sediment control failures, and drainage deficiencies and develop corrective action plans that are constructable, cost-effective, and compliant • Conduct site investigations and forensic evaluations of erosion and drainage issues to identify root causes (grading, hydrology, soil conditions, installation, maintenance, etc.) • Provide clear field direction to Operations teams for execution • Collaborate with EORs to align on design intent vs. field performance gaps • Review civil design packages to ensure SWPPP constructability and long-term performance • Develop and standardize SWPPP best practices, details, and specifications • Collaborate with other engineering disciplines to ensure seamless integration

Job Requirements

  • Bachelor of Science Degree in Civil Engineering or related field
  • 8–12+ years of experience in civil engineering with strong emphasis on: SWPPP design, implementation, and compliance
  • Erosion and sediment control
  • Stormwater management
  • Direct experience supporting SWPPP warranty or post-construction O&M issues
  • Familiarity with multi-state SWPPP regulatory environments
  • 3+ years supporting utility-scale solar or renewable EPC projects
  • Professional Engineer (PE) license (preferred or required depending on candidate)
  • Demonstrated experience resolving field-based erosion and drainage issues
  • Strong working knowledge of: NPDES permitting requirements
  • State and local SWPPP regulations
  • Hydrology and drainage design principles
  • Soil stabilization methods and erosion control systems
  • SWPPP inspection and compliance processes
  • Knowledge of AISC, ASCE, ANSI, ASTM and other applicable codes and standards
  • Proficiency in applicable engineering software including AutoCAD Civil 3D, and relevant SWPPP documentation and inspection platforms preferred

Role Description The position will be responsible for complete and complex engineering systems, plant structures and arrangements with minimal supervision. Plans and executes the presentation of these in graphic form or in detailed scale models. Works independently on design projects or may direct the technical work of others. This will provide CSA engineering and design support to one or a number of Bechtel projects. Major Responsibilities - Defining scope of work; preparing job-hour estimates, and resource planning. - Preparing and updating Engineering Progress and Performance Reports (EPPR). - Reviewing engineering deliverables for accuracy, compliance with project requirements and applicable codes and standards. - Providing technical direction to engineers, designers, and drafters. - Populating and maintaining quantity tracking database for CSA quantities with support from other GBU leads and third party design house. - Managing technical discussions with third parties such as client, suppliers, sub contractors etc. - Reviewing and status documents from third party design house for constructability, compliance with project requirements and applicable codes and standards, and level of detail consistent with Bechtel designs. - Ensuring all CSA engineering tasks are completed within budget and project schedule. - Coordinating with other disciplines within the project, and providing necessary inputs to management. - Preparing weekly/monthly progress reports as applicable. - Performing other duties as required by Bechtel management. Qualifications - Bachelor’s degree in Engineering or other relevant discipline from an accredited university. - Minimum of 20 years relevant work experience. Requirements - Understand the roles played by other departments on projects including basic construction practices and the economics involved. - Broad knowledge of the application of engineering to plant constructability as applied to construction methods and materials. - Good working knowledge and understanding of plant layout requirements, including operations and maintenance requirements. - Good understanding of structural design in high seismic risk areas is required. - Proficient with engineering and office automation software. - Previous experience working in a multidiscipline team; with an understanding of CSA engineering deliverables for major Engineering Procurement and Construction (EPC) projects. - Previous experience lump sum and cost reimbursable work is required. - Previous experience as an EGS on projects in excess of $1B USD is required. - Understanding of Chilean codes and standards is preferred.
