• Oversee all civil SWPPP engineering efforts to ensure warranty claims are resolved on time, comply with client and regulatory requirements, meet quality standards, and align with budget and constructability expectations • Serve as Signal’s lead authority on SWPPP compliance and performance and own all SWPPP warranty and O&M erosion-related issues across operational projects • Evaluate post-construction erosion, sediment control failures, and drainage deficiencies and develop corrective action plans that are constructable, cost-effective, and compliant • Conduct site investigations and forensic evaluations of erosion and drainage issues to identify root causes (grading, hydrology, soil conditions, installation, maintenance, etc.) • Provide clear field direction to Operations teams for execution • Collaborate with EORs to align on design intent vs. field performance gaps • Review civil design packages to ensure SWPPP constructability and long-term performance • Develop and standardize SWPPP best practices, details, and specifications • Collaborate with other engineering disciplines to ensure seamless integration
• Administers and maintains company documents to facilitate effective engineering & substation construction efforts. • Requesting and receiving vendor drawings for all Projects. • Filing, Stamping, and sending Vendor drawings to AHV Engineering for review. • Returning all reviewed vendor drawings back to the respected vendor. • Filing all documents from vendors to their respected locations. • Updating Procurement Strategy Tracker with vendor drawing and closeout information for all projects. • Sending Vendors out (AHV) 60, 90 and IFC drawings for certain equipment as required VIA ShareFile and email. • Moving AHV Engineering 60, 90 and IFC drawings to the Document control Transmittal and Issued folders in SharePoint. • Being a go between AHV engineering and vendors. • Requesting specific files from vendors as engineering requests them. • Requesting FID numbers for the SCADA/ Study Engineering team. • Setting up meetings with Vendors and engineering as needed. • Currently leading 2 meetings with Control Enclosure vendors to keep the job moving. • Updating meeting tracker and emailing the updated tracker out to the Vendor and AHV Team. • Creating section 5 (Equipment Manuals & Energization Procedure) of the job Closeout book for all Projects. • Requesting Closeout documents from vendor (warranty, certified drawings, Owner’s manuals, test reports, etc.). • Updating the job book tracker for each project as the files are received. • Working with Site team to collect Material Receiving checklist and Equipment Installation Checklists.
• Collaborate with Business Development, Engineering, Scheduling, Estimating, and Operations to align project needs and competitive cost and schedule strategies. • Review RFP documents to confirm scope, schedule, and design criteria; identify risks and recommend clarifications or negotiation points. • Manage RFP deliverables and deadlines, ensuring proposals meet client requirements and reflect our commitment to quality and clarity. • Support Business Development by ensuring all RFP requirements are addressed or clarified in proposals. • Advocate for the customer, ensuring their goals and priorities are clearly understood and integrated into pursuit planning and decisions. • Assume ownership of the project immediately following award or preferred bidder selection. • Lead and support EPC Agreement negotiations in partnership with Legal, Business Development, and Executive Leadership. • Coordinate constructability and risk reviews, maintaining the proposal commercial, technical, and execution risk profile during Owner contract negotiations. • Identify and manage Owner contract deliverables; oversee LNTP activities, billing, and receipts in accordance with contract terms, schedule milestones, scope, compliance, and budget. • Drive timely execution of PSAs, POs, and subcontractor agreements in partnership with Procurement. • Promote continual planning and collaboration to provide Operations with the best possible execution plan, balancing technical and commercial priorities. • Leverage technology, safety practices, and knowledge sharing to enhance team productivity and project success. • Manage preconstruction deliverables and ensure alignment with Owner requirements and project objectives. • Maintain and evolve the project risk register from award through FNTP. • Preserve bid intent through contract execution and LNTP/FNTP issuance. • Support risk mitigation efforts and apply best practices to improve efficiency and profitability. • Maintain clear communication with internal teams and stakeholders to ensure readiness for construction handover. • Lead formal handover of project ownership from Preconstruction to Operations, ensuring clarity and continuity. • Support Operations by providing context on design decisions, vendor and subcontractor selections, and contract terms. • Participate in internal project and risk reviews to capture lessons learned and apply insights to future proposals. • Collaborate with Business Development and Estimating on change order reviews from Award to FNTP. • Track buyout metrics and share feedback to drive continuous improvement across projects.
• Supervise Signal Energy site supervision and craft personnel to ensure work is completed safely, on schedule, within budget, and in accordance with specifications. • Lead and support lower-tier supervisors to ensure they are trained in safety, industrial relations, management expectations, and construction procedures. • Determine labor requirements, requisition manpower, and allocate labor to meet the construction schedule. • Work with project teams to build manpower and equipment forecasts. • Coordinate work activities, site access, and work-front planning between Signal Energy crews and subcontractors. • Monitor site activities to ensure conformance with applicable codes, standards, policies, procedures, drawings, and contract requirements. • Support the development of construction procedures, project work instructions, and field execution plans. • Ensure project production boards, trackers, and reporting tools are accurate and current. • Monitor construction work hours against applicable cost codes and coordinate with Project Controls on weekly Construction Progress Reports. • Participate in estimate reviews, project site walks, hiring events, and production planning discussions. • Assist Directors, Estimating, and Construction Management with production rates and supervisory staffing plans. • Carry out project safety plan requirements and ensure a safe workplace is maintained for all personnel. • Ensure operator training is conducted, documented, and followed. • Address routine industrial relations matters immediately to prevent escalation. • Review new hires to ensure pay rates, titles, classifications, and qualifications are accurate. • Ensure craft personnel are paid correctly, within budget, and in accordance with applicable PWA/IRA guidelines. • Support IRA-compliant projects by ensuring required labor standards and apprenticeship ratios are maintained. • Ensure PWA/IRA apprenticeship ratios are followed and escalate issues as needed. • Ensure project-specific Quality Control Procedures and Inspection and Test Plans are developed, implemented, and followed. • Review and approve subcontractor Quality Plans, Inspection and Test Plans, and other quality-related documents. • Confirm subcontractor resources are in place to implement approved quality plans. • Ensure subcontractor inspections and surveillances are performed. • Act as a field point of contact for construction quality issues and support timely resolution. • Ensure inspection logs, NCR/CAR logs, and other quality records are developed and maintained. • Ensure Quality Control training is completed and documented. • Manage and conduct audits of project activities in accordance with the Project Audit Program. • Coordinate with CWT on development of WPS’s and Procedure Qualification Records when required. • Ensure Welder/Welding Operator Performance Qualifications are maintained when applicable. • Ensure Preventive Maintenance Schedules are developed when required by contract. • Coordinate daily permit needs for construction activities.
• Manage AHV EPC Projects • Direct oversight of all contractual and financial obligations • Perform and present all financial budgeting, billing, tracking and reporting of the Project • Develop, update and report on critical path project schedules • Lead project meetings to update and track the project progress • Work with Pre-Construction, Procurement, and Engineering • Proactively manage Engineering & vendor drawings • Continuously communicate with subcontractors and vendors • Oversee and resolve any project and vendor/subcontractor related issues • Coordinate daily with Site Managers • Participate in negotiations with vendors, sales representatives and subcontractors • Manage AHV’s relationship with clients, vendors and subcontractors
• Work in a team performing functional, relay and SCADA testing in utility level substations. • Conduct equipment acceptance testing, relay and protection scheme testing, SCADA system testing. • Troubleshoot and problem-solve issues as they arise. • Perform equipment inspections at vendors' facilities. • Communicate effectively with team members and clients.
• Performing design of LV, HV, EHV electrical power systems • Lead a team of engineers and drafters for substation engineering design projects • Develop single-line switching and protection diagrams • Create equipment specifications and support procurement of equipment • Conduct required calculations and create reports: AC and DC systems • Design of underground MV and HV cabling systems
• Lead permitting efforts across a portfolio of utility-scale solar and storage projects, from early planning through construction start and project closeout. • Develop permitting schedules, identify critical path approvals, and proactively manage risks that could affect mobilization or construction milestones. • Oversee preparation, submission, tracking, and maintenance of permits, licenses, and regulatory documentation across local, county, state, and federal jurisdictions. • Coordinate with AHJs, utility companies, environmental agencies, inspectors, and internal stakeholders to secure timely approvals. • Manage permitting activities tied to solar EPC delivery, including interconnection applications, road-use permits, SWPPP documentation, environmental permits, and county or site development approvals. • Lead and develop permitting team members and external partners while improving processes, templates, and reporting tools for scale and consistency. • Communicate permitting status, schedule impacts, and mitigation plans to senior leadership and project teams.
• Lead and develop conceptual utility-scale PV & BESS system designs, including site layouts (/PVcase), single-line concepts, and ensuring alignment with project specifications, codes, and performance targets • Review client dataroom, RFP requirements, and site constraints to create actionable design criteria, identifying key risks, assumptions, and optimization opportunities early in the pursuit phase • Evaluate and iterate multiple design scenarios to optimize cost, schedule, energy yield, and constructability, balancing technical performance with commercial competitiveness • Develop material takeoffs, equipment selections, and technical inputs to support accurate and competitive EPC estimates • Collaborate cross-functionally with civil, structural, electrical, procurement, and construction teams • Engage with OEMs, subcontractors, and vendors to support technical evaluations and pricing • Develop clear Basis of Design (BOD) documentation for handoff to detailed engineering • Identify and clearly communicate design intent, tradeoffs, risks, opportunities, and value engineering recommendations to internal stakeholders, clients, and external partners • Stay current with industry trends, technologies, codes, and best practices
• Signal Energy’s SR Civil Engineer leads all technical work and assists in engineering management for assigned projects from RFP receipt through Issued for Construction (“IFC”) plan sets. • Responsible for understanding design criteria and coordinating internal and external Engineers of Record (“EOR”). • Drive Signal Energy’s Basis of Design through Issued-For-Construction (IFC) plan sets to ensure civil designs meet or exceed scope, schedule, budget, constructability, and safety expectations. • Support both Engineer-of-Record (EOR) led, and in-house civil design projects, contributing to the development, coordination, and delivery of complete and constructible civil design packages. • Integrate site-specific conditions, geotechnical information, and interdisciplinary inputs to deliver coordinated civil designs that support efficient construction and successful project execution for utility-scale solar and BESS facilities. • Review and interpret geotechnical reports to identify site-specific risks, design constraints, and mitigation strategies. • Lead and perform QA/QC reviews of civil drawings, calculations, and specifications prior to submission and IFC issuance. • Identify, communicate, and mitigate civil-related cost, schedule, and constructability risks, and lead value engineering efforts to optimize project outcomes.
