Role Description Au sein du Centre national de surveillance des pêches, vous êtes chargé(e) de garantir la déclinaison opérationnelle des priorités de contrôle des pêches à la mer sur les navires de pêche professionnelle hauturiers et côtiers. Vous êtes en charge de la prise en compte et de la déclinaison des priorités de contrôle, des actions spécifiques de l'Agence Européenne de Contrôle des Pêches (AECP) et de l'actualité réglementaire. Au sein du pôle opérations Hexagone, vous travaillez en binôme avec un autre agent de catégorie B en charge de l'appui réglementaire et en lien constant avec les agents en charge de la coordination opérationnelle des moyens. Enjeux principaux : - Satisfaire aux engagements européens de la France en matière d'inspection des pêches - Répartir les unités en conformité avec les objectifs et compétences des plans de contrôles - Concrétiser les objectifs de contrôle par des consignes et des formations internes spécifiques Activités principales : - Suivi réglementaire : - Contribution à la veille et à la diffusion de la réglementation sur le site de référence LEGIPECHE - Rédaction de fiches d'aide au contrôle à l'attention des unités de contrôle et leur mise à jour - Planification opérationnelle : - Suivi de la planification des moyens concourant au contrôle des pêches en lien notamment avec les campagnes spécifiques des différents plans de déploiement communs - Suivi de l'atteinte des objectifs fixés dans le cadre des plans de déploiement communs - Participation à l'élaboration de la stratégie de pilotage opérationnel des objectifs de contrôle - Participation aux groupes techniques bi-mensuels de l'AECP et rédaction de compte-rendu à l'attention du chef du pôle opérations Hexagone - Formation : - Conduire des actions de formation des utilisateurs de l'application MonitorFish pour assurer la prise en main de l'ensemble des fonctionnalités et accompagner le lancement des nouveaux modules - Mission complémentaire : - Agent(e) susceptible d'être mobilisé(e) dans le cadre du centre de coordination de la campagne thon rouge senneur auprès de l'EFCA (mission annuelle de 2 à 3 semaines au siège de l'EFCA à Vigo) Qualifications - Maîtrise de la réglementation et des techniques des pêches maritimes - Bonne connaissance des acteurs et des procédures de contrôle des pêches - La maîtrise des applications informatiques dédiées au contrôle des pêches (PAGODe, licences et droits de pêche, Monitor Fish, METABASE...) serait appréciée - Connaissances géographiques côtières et maritimes internationales, nationales et locales - Maîtrise indispensable de l'anglais courant (écrit et oral) - Capacité d'analyse, de synthèse et de rédaction - Maîtrise de soi - Réactivité, adaptation - Travail en équipe - Capacité d'initiative et à rendre compte Elements de candidature - Documents à transmettre : CV et lettre de motivation obligatoires - Personnes à contacter : celia.d-herve@mer.gouv.fr
