Role Description This is a remote position. The CAPPS HR/Payroll Senior PeopleSoft Functional Analyst will support the Texas Comptroller of Public Accounts (CPA) on the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This role provides highly advanced, senior-level consultative services and functional assistance in support of the CAPPS HR/Payroll tower, serving a large network of Texas state agencies. The analyst serves as first-line Level 2 support for complex, high-profile agencies with statutory service requirements and functions as a subject matter expert across PeopleSoft HCM modules including HR, Payroll, Time and Labor, Commitment Accounting, and Recruit. The position operates under minimal supervision, requiring independent judgment, cross-functional collaboration with agency personnel, managed services vendors, and CPA IT teams, and adherence to established change-control and ITIL-based processes. Responsibilities - Provide first-line Level 2 support for complex, high-profile agencies, including intake assessment, advanced troubleshooting, configuration changes, data corrections, and incident escalation in coordination with the Managed Services Tier 3 vendor. - Serve as the functional subject matter expert for the CAPPS HR/PY tower, covering Workforce Administration, Payroll Interface, Commitment Accounting, Time and Labor, TAM/CG, and HR Security. - Create, review, and manage Functional Design Documents (FDDs) and perform functional configuration changes using PeopleSoft delivered features such as Page and Field Configurator, Drop Zones, Event Mapping, and Page Composer. - Apply technical skills in Application Designer, Integration Broker, SQR, SQL, and BI Publisher to support functional responsibilities and resolve integration-level issues involving APIs, imports/exports, and middleware. - Manage tools and environment components including PUM, Change Assistant, Fluid UI, Elasticsearch, lifecycle management, selective adoption, and data migration. - Oversee and coordinate the Fiscal Year-End process at a statewide level, including cyclic processes such as calendar year-end, 1095-C creation and distribution, legislative changes, federal mandates, and third-party integrations. - Ensure CAPPS compliance with the Family Medical Leave Act (FMLA), WCAG 2.1 accessibility standards, ITIL principles, and applicable State of Texas HR policies and federal labor laws. - Participate in Major Incident Management (MIM) for P1 and P2 incidents, Disaster Recovery and Upgrade Testing activities, and annual SOC-1 attestation audits. - Maintain incident management records in systems such as ServiceNow and BOSSDesk, gather and present data in support of audits and open records requests, and prepare and deliver executive-level presentations including at CAPPS User Groups and the CAPPS Steering Committee. - Provide structured cross-training and guidance to junior CAPPS Service Desk analysts and deliver training and support to agency personnel in accordance with established organizational requirements. Qualifications - 15 years of extensive knowledge and understanding of State of Texas applicable policies. - 15 years of extensive knowledge of federal labor laws. - 15 years of extensive technical experience with Application Designer, Integration Broker, SQR, SQL, BI Publisher, SAP Business Objects, and related tools to support functional responsibilities. - 12 years of extensive knowledge and experience performing system configuration changes. - 12 years of extensive knowledge supporting and providing oversight of batch jobs, including Run My Jobs (RMJ). - 12 years of extensive knowledge of security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP instance. - 10 years of extensive Texas public sector experience directly working for or supporting a large network of 30 or more Texas state government agencies. - 10 years of extensive experience creating and managing a strategic roadmap through strong planning skills, functional insight, and effective cross-functional communication. - 10 years of extensive experience supporting the CAPPS HR/PY tower in PeopleSoft HCM version 9.2. - 10 years of extensive familiarity with support tools such as PUM, Fluid UI, and Elasticsearch. - 10 years of experience performing functional project management activities in support of CPA's CAPPS program. - 10 years of experience planning and coordinating the Fiscal Year-End process at a statewide level. - 10 years of experience providing Tier 2 Service Desk support for a large network of 30 or more agencies with a Managed Services vendor providing Tier 3. - 10 years of experience supporting Priority 1 and Priority 2 incidents in coordination with the Major Incident Management (MIM) process. - 10 years of experience participating in Disaster Recovery exercises. - 10 years of experience preparing and presenting executive-level presentations. - 10 years of experience gathering and presenting applicable data in support of audits and open records requests. - 10 years of experience interpreting contractual language and integrating it into daily workflows while holding vendors accountable to contractual requirements. - 10 years of CPA experience performing SQL actions required to keep CAPPS and SPRS systems synchronized. - 8 years of subject matter expertise configuring and coding to maintain compliance with the Family Medical Leave Act (FMLA). - 8 years of extensive knowledge and experience managing the Approval Workflow Engine (AWE). - 8 years of experience preparing WCAG 2.1-compliant materials for distribution. - 3 years of knowledge of ITIL principles and practices for IT service management (ITSM) and IT asset management (ITAM). Requirements - The candidate must complete a minimum of 10 hours of professional training annually in a relevant area of expertise, conducted on personal time and at the candidate's expense. - The candidate's remote working location must be within the continental United States at all times, with the city and state of the primary remote working location reported annually to the CPA Contract Manager. - The candidate may be required to work outside normal business hours, including evenings, weekends, and holidays, as requested and with pre-approval from CPA. Work Location and Schedule - Location: Texas Comptroller of Public Accounts, LBJ State Office Building, 111 E. 17th Street, Austin, Texas 78711. - Schedule: Monday through Friday, 8:00 AM to 5:00 PM CT, excluding State holidays; after-hours, weekend, and holiday work may be required as requested and pre-approved. - Work Arrangement: Telework (remote work must be performed within the continental United States).
