Dam Safety Engineer
Eagle Creek Renewable Energy LLC
• Develop Dam Safety Surveillance and Monitoring Plans, Supporting Technical Information Documents, Dam Safety Surveillance and Monitoring Reports and other technical reports as required • Participate in dam safety inspections and oversees surveillance and monitoring activities including but not limited to detailed gate inspections, penstock inspections, bathymetry surveys, topographic surveys, monument surveys, and dive inspections • Participate in Federal Energy Regulatory Commission (FERC) annual inspections, Part 12 Periodic Inspections and Comprehensive Assessments, Potential Failure Modes Analysis, and Risk Analysis • Review surveillance and monitoring data in a timely fashion and follow up as necessary to address potential and/or real time issues and ensure the safety of dams • Assist in planning and oversight of small civil construction projects to ensure the design intent is met and the project is constructed in accordance with the plans and specifications • Conduct engineering analyses and develop designs for minor repair and remediation projects • Coordinate and participate in meetings, calls, and project inspections with the FERC and other regulatory agencies to ensure regulatory compliance • Assist with periodic dam safety training for Operations Staff • Review Public Safety Plans and Emergency Action Plans and support these activities as required • Respond to and assist operations personnel with dam safety issues and/or emergencies at projects • Assist with program enhancement projects to help drive continuous improvement
Job Requirements
- Bachelor of Science in Civil Engineering or a closely related engineering discipline
- The ability to travel as needed up to 30% to various sites of operation
- Able to independently prioritize work and manage competing deadlines
- Demonstrated skills in successful problem-solving independently and as a team member
- Excellent written and oral communication skills, and desire and ability to work with all Eagle Creek staff including operations, maintenance, safety, compliance, and management staff
- Self-starter, motivated and innate drive to succeed.
- Knowledge and understanding of FERC and applicable State Dam Safety regulations (Preferred)
- Fundamental understanding of structural, geotechnical, hydrologic, and hydraulic engineering concepts and application (Preferred)
- Knowledge of dam instrumentation including various types of piezometers, inclinometers, etc. (Preferred)
- Professional Engineer (PE) license/certification or intention to pursue licensure (Preferred)

Key Responsibilities - Architect & Optimize: Design, develop, and maintain high-performance SIP and RTP-based VoIP systems, serving as the subject matter expert on core VoIP protocols. - Deep Troubleshooting: Utilize expert-level skills to diagnose and resolve complex routing, codec, and signaling issues using packet captures (Wireshark), logs, and SIP traces. - Protocol & Network Tuning: Proactively optimize network performance across critical protocols (SIP, RTP, TCP/IP, DNS, NAT, and firewall rules). - Ecosystem Integration: Integrate, support, and ensure seamless interoperability between PBX systems, SBCs, and modern cloud VoIP environments. - Quality Assurance: Define, monitor, and aggressively improve call quality metrics (MOS, jitter, latency) through proactive performance tuning. - Feature Leadership: Lead the technical architecture and deployment of advanced voice applications, including real-time transcription, AMD/VMD (Answering Machine Detection), and next-generation AI-driven voice features. - Escalation Point: Act as the final point of technical escalation for intricate VoIP incidents, effectively coordinating with internal teams and external vendors. Qualifications - 6+ years in software engineering, with a minimum of 4 years dedicated to VoIP/SIP development. - Deep, hands-on experience with core VoIP infrastructure components, specifically Freeswitch and Kamailio. - Proficiency in scripting and development with Lua and Python. (Experience with Go or C/C++ is a significant plus). - Expert-level command of network protocols and advanced debugging tools (Wireshark, SIPp, libpcap, Linux/BSD sockets). - Practical experience with WebRTC, configuring and managing TURN/STUN servers, and deploying solutions on major cloud platforms (AWS, Google Cloud, Cloudflare). - Understanding of traditional telecom hardware, including GSM, E1 gateways, and serial-connected devices. - Proven track record in building highly scalable systems and implementing effective automated testing frameworks.
