Job Requirements
- Required 10 Years of Extensive Texas public sector experience, directly working for or supporting a Texas state government agency
- Required 10 Years of Extensive experience performing technical activities in support of CPA application systems
- Required 10 Years of Extensive experience creating and managing a strategic roadmap by combining strong planning skills, technical insight, and effective cross functional communication
- Required 10 Years of Experience preparing materials for and conducting executive-level presentations
- Required 10 Years of Experience performing technical project management activities in support of CPA’s CAPPS program
- Required 10 Years of Experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements
- Required 10 Years of Extensive knowledge of/experience with data integration, data quality, and SDLC processes and methodologies
- Required 10 Years of Experience in IT security and control practices
- Required 10 Years of Technical experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, Peoplecode, Application Designer, SQL, PS Query, SQR, Application Engine and Oracle 11 or higher
- Required 10 Years of Experience with CAPPS Central production and deployment technical support activities for more than 100 agencies and 5 Hub instances.
- Required 8 Years of Experience with IT service desk functions, knowledge of ITIL framework methodologies and processes.
- Required 5 Years of Experience serving in a security analyst role with responsibility overseeing a Managed Services provider.
- Required 5 Years of Experience with user role segregation of duties (SoD) in multi-tenant software applications.
- Preferred 10 Years of Experience with software and hardware management industry best practices
- Preferred 10 Years of Experience with CPA’s legacy Statewide Financial Systems production support activities
- Preferred 10 Years of Experience developing technical specifications to support IT procurements.

This role owns the architecture and scaling of the technology stack that powers our core financial engine across Accounting, Tax, Treasury, Procurement, and FP&A. You will partner closely with business leaders, product managers, and data engineers to drive high-impact transformation across Oracle Fusion, in-house applications, integration platforms, and enterprise LLMs. You will: - Drive AI-First Development: Embed AI-assisted development tools (Cursor, Claude, GitHub Copilot) into your daily workflow to accelerate code generation, automate testing, and elevate delivery velocity. - Architect Scalable Financial Solutions: Design and maintain robust data models and solution architectures across Oracle FAH, GL, SLA, and BIP to support complex accounting operations and downstream reporting. - Build Intelligent Integrations: Architect, build, and support seamless integrations between accounting systems, data lakes, and internal applications using SQL, PL/SQL and integration technologies (REST, SOAP, JSON). - Operational Excellence: Actively identify system inefficiencies and deploy automation to scale financial workflows, decoupling business growth from manual operational overhead. - Own Technical Execution: Translate complex accounting principles and business requirements into concrete, scalable technical designs and comprehensive documentation. • Own the day-to-day operation, maintenance, and lifecycle management of the regional laboratory. • Design, deploy, and continuously optimize the lab’s compute, storage, networking, and virtualization fabric. • Build and maintain Infrastructure-as-Code, configuration management, and CI/CD pipelines. • Automate routine operations: backups, snapshots, patching, environment resets, capacity and energy monitoring, and health checks. • Monitor, troubleshoot, and remediate physical and virtual infrastructure. • Maintain accurate, version-controlled documentation of all configurations, topologies, and changes. • Support strategic pre-sales engagements and key opportunities as a high-level regional technical resource. • Conduct technical meetings, presentations, and demonstrations for customers and partners. • Provide training and mentorship to Systems Engineers and partners.
