The New York Early Childhood Professional Development Institute leads the work to establish and implement an early childhood workforce system to ensure funding, standards and competencies, career development resources, qualifications and credentials, professional development (training and strengths-based coaching), and program quality assurance and improvement for individuals who work with young children throughout New York. Housed at the City University of New York, the Institute is a fast-paced, dynamic public/private partnership that is committed to the early childhood workforce across New York State. General Description The Ratings Specialist is responsible for providing key support to the implementation of QUALITYstarsNY, New York State's early childhood quality rating and improvement system. QUALITYstarsNY works with early childhood programs to provide a 1-5 star rating, then works with each participating program to improve their quality for young children and their families across New York. The Ratings Specialist will complete early childhood program ratings based on submitted documentation and third-party assessments; supervise the rating team; monitor ratings for consistency and accuracy, review appeals, implement inter-rater reliability systems, and monitor the Standards Inventory database system for consistency. Reporting to the Data Systems and Ratings Manager, the Ratings Specialist will lead the management of the rating process, including ongoing planning and communication with the QUALITYstarsNY central office team, to ensure that the ratings and the rating systems are accurate and consistent. The Ratings Specialist will act as a thought partner to the central office leadership team, using strong data analysis skills to maintain the integrity of the rating system. Duties and Responsibilities Supervision - Assign ratings to and supervise the work of rating team. - Complete inter-rater reliability process for the rating team to monitor and support the rating team. - Run monitoring reports that support the work of the rating team. Rating and Monitoring - Help support key components of the ratings for the overall project. - Review documentation for early childhood program assessments and submit scores according to set standards - Expand interrater reliability systems to monitor ratings for consistency - Regularly review Standards Inventory documentation and monitor for consistency across systems, training materials, and tools - Research, evaluate and monitor rating discrepancies - Provide regular training on Standards Inventory rating to QUALITYstarsNY team members - Support the work of Data Systems and Ratings Manager to maintain ongoing monitoring systems for the QUALITYstarsNY rating database and supporting software. - Facilitate regular meetings with the QUALITYstarsNY leadership team to monitor rating efficiency and report on rating system - Support and maintain document review process and rating manual - Support the management of QUALITYstarsNY's database and other software systems - Attend and contribute to project planning meetings and the development of the annual project calendar - Maintain efficient and organized records and files as part of the rating team. The Specialist will collaborate with partners and help the identification of financing needs and funding opportunities, engage with national and international donors and partners, and preparate funding proposals, concept notes, and related strategic materials for priority SLCP initiatives, including the Clean Air and Climate Plan for SLCP Reduction. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs, and tropospheric ozone. More information on the CCAC is available at: www.ccacoalition.org. Guidance on the CCAC's National Planning Methodology for reducing short-lived climate pollutants is available in the Resource Library. Brazil has been showing commitment and leadership in tackling super pollutants through several national and international policy frameworks and initiatives. The country became a CCAC member in June 2023 and has served as CCAC Co-Chair since June 2024, represented by the Secretariat of Urban Environment, Water Resources and Environmental Quality of the Ministry of Environment and Climate Change (SQA/MMA). Brazil is also part of the Global Methane Pledge (GMP) and a Party to the Kigali Amendment. Through its Nationally Determined Contribution (NDC), Brazil has committed to achieving net-zero greenhouse gas emissions (GHG) by 2050, and actions to reduce short-lived climate pollutants (SLCPs) were reflected in sectoral mitigation plans under the new Brazil Climate Plan. Furthermore, in 2024, the National Air Quality Policy was established to strengthen adequate air quality monitoring the country, and alignment with climate policies. With CCAC support, Brazil has implemented a package of 5 projects to support sectoral mitigation policies in agriculture, waste, transport, and cooling, in collaboration with the respective sectoral Ministries and partners in the country. Additionally, under SQA/MMA, Brazil is currently preparing a Clean Air and Climate Plan for SLCP Reduction (Clean Air and Climate Plan) which will consolidate these SLCP mitigation efforts together and provide an overarching framework to strengthen governance, coordination, monitoring, and alignment with national climate targets including the NDC. Recognizing Brazil's leadership on the SLCP agenda, Brazil is now part of the CCAC Super Pollutant Country Action Accelerator ('Accelerator'). Planned for 2026-2029, the CCAC Country Action Accelerator in Brazil (Brazil Accelerator) foresees the establishment of an SLCP unit within SQA/MMA to help advance Brazil's super pollutant commitments through stronger institutional capacity, improved coordination and support for implementing SLCP mitigation actions, including through the delivery of the Clean Air and Climate Plan and its governance framework. In the context of the Brazil Accelerator, CCAC is seeking to hire an SLCP Resource Mobilization Specialist to support SQA/MMA and the SLCP Unit in strengthening the financial sustainability of Brazil's SLCP agenda, connected to different SLCP emission sectors, such as agriculture, transports, waste, and energy. The incumbent will support the development and implementation of a resource mobilization strategy, identify and engage relevant funding partners, monitor funding opportunities, and coordinate the preparation of proposals and related materials to mobilize resources for SLCP mitigation initiatives in Brazil, including the Clean Air and Climate Plan for SLCP Reduction. This includes the preparation of the resource mobilization strategy for the Clean Air and Climate Plan for SLCP Reduction, as an annex of this Plan. - Map and maintain an updated overview of potential donors and financing partners, including national, bilateral, multilateral, philanthropic, and private-sector sources relevant to Brazil's SLCP agenda. - Monitor donor priorities, funding cycles, calls for proposals, and eligibility requirements relevant to SLCP mitigation, and advise SQA/MMA, the SLCP Unit, and the CCAC Secretariat on strategic funding opportunities. - Collaborate with expert and partners, and prepare and coordinate concept notes, project proposals, donor briefings, and other resource mobilization materials for SLCP initiatives in Brazil, including those related to the Clean Air and Climate Plan for SLCP Reduction. - Coordinate with SQA/MMA, the SLCP Unit, consultants, and sector stakeholders to consolidate the technical, programmatic, financial, and institutional inputs required for proposal development and donor engagement. - Identify and help advance strategic partnerships with donor agencies, development partners, philanthropic organizations, financial institutions, and other relevant actors to strengthen funding opportunities for SLCP mitigation in Brazil. - Promote alignment between resource mobilization efforts and relevant national policy frameworks, including Brazil's Climate Plan, Nationally Determined Contributions (NDCs), and other climate, air quality, and sustainable development priorities. - Support the positioning and presentation of Brazil's SLCP agenda in meetings, events, and exchanges with donors, partners, and other relevant stakeholders. - Prepare donor mapping summaries, funding opportunity trackers, and strategic recommendations to inform fundraising decisions and follow-up actions. - Contribute to the preparation of strategic inputs and reports for the CCAC and other relevant partners, including updates on donor engagement, proposal development, financing pipeline, and results achieved. - Support the identification of opportunities to scale up CCAC-supported initiatives in Brazil, including through additional donor engagement, peer learning, and South-South cooperation, where relevant. Qualifications/special skills Advanced university degree (Master's degree or equivalent) in international relations, economics, public policy, business administration, finance, sustainable development, environmental management, or a related field is required A first-level university degree in combination with 4 additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 3 (three) years of progressively responsible professional experience in resource mobilization, donor engagement, fundraising, partnership development, project development, or a related area is required. Demonstrated experience in identifying funding opportunities and preparing concept notes, project proposals, donor briefs, and related resource mobilization materials is required. Demonstrated experience in engaging with bilateral, multilateral, philanthropic, and/or public funding partners is required. Demonstrated experience in coordinating inputs from technical, programmatic, and financial teams to develop funding proposals and strategic resource mobilization products is required. Experience in resource mobilization for climate change, air quality, sustainable development, or environmental programmes is desirable.
