It promotes sustainable patterns of consumption and production, makes efficient use of natural resources, ensures safe management of chemicals and contribute to making trade and environment policies mutually supportive. This opportunity is located within the Minerals Unit at UNEP. The Unit strengthens action for responsible, circular and socially just minerals and metals value chains across UNEP. It also contributes to meeting development, energy, and digital needs (or demands) while supporting reduction of GHG emissions, enhanced resilience and adaptation to impacts of climate change; enhanced stability of land and water ecosystems; reduced land degradation, desertification and drought; and reduced exposures to harmful chemicals and pollution; as well as job creation, investment and value addition. More specifically the work of the Division with stakeholders from the mining sector has been covering the following priority areas: - Environmental Governance of extractives – Regulations / Standards: Enhance policy convening and outreach, stakeholder and capacity-building to promote better environmental governance and sustainable development goals implementation; - Science to Policy – Increasing knowledge and evidence on environmental impacts: provide policy-makers and stakeholders with impartial assessments, knowledge and science on environmental threats and impacts of the extractive industries; and - Circular Economy – Sustainable Value Chain – Innovation: Work with companies and international initiatives to encourage adoption of sustainable practices along the value chain and enhance resource efficiency. The purpose of this assignment is to draft the CEO Endorsement Request package for the GBFF project “Mainstreaming Biodiversity in Productive Sectors: Responsible Sand Value Chain for Coastal Resilience in West Africa” and the required/relevant appendices and annexes using the latest templates revised by UNEP. The consultant will work under the supervision of UNEP’s Mineral Unit and in close coordination with national executing agencies in Liberia and The Gambia. IMEO collects, integrates, and reconciles data from methane-detecting satellites, scientific measurement studies, rigorous industry reporting through the Oil and Gas Methane Partnership 2.0 (OGMP 2.0), and national emissions inventories. These initiatives are game-changers for climate action - and as a core implementing partner of the Global Methane Pledge, IMEO is shaping the future of methane mitigation. The IMEO Data Engineer will support IMEO in implementing the Methane Alert and Response System (MARS), which connects near-real-time satellite methane detections with notifications to stakeholders. The consultant will focus on integrating new satellite data sources, including NNSFC, CarbonMapper, and GOSAT-GW into MARS. This includes making necessary adjustments to the database schema to ensure smooth data ingestion, processing, and storage. The consultant will also develop tools for automated notification report generation based on validated satellite detections. In addition, he will assist with the re-training and deployment of AI models to improve methane emissions detection, ensuring the models are integrated with the MARS system and optimized for current data workflows. While the primary focus will be on data integration and AI model improvements, the consultant will also provide backend support for the PlumeViewer and IMEO Data Portal applications. This includes ensuring accurate data is displayed on both applications and keeping timely updates to the IMEO Data Portal updated. The consultant will report to MARS Programme Manager. By optimizing these technologies, which represent a large part of energy consumption worldwide, U4E's interventions are key drivers toward greater resilience and economic development as well as climate change mitigation and adaptation. The initiative's multifaceted approach addresses policies, financing and incentives, market monitoring, verification and enforcement, communications and stakeholder engagement to encourage the rapid and comprehensive adoption of more sustainable solutions. U4E is especially committed to supporting developing and emerging markets that lack adequate local resources to independently undertake such a transition. By working hand-in-hand with governments, industry stakeholders, and civil society partners, assistance is targeted to overcome critical barriers to market transformation, with numerous success stories from around the world. An Energy Efficiency Finance and Market Monitoring Verification and Enforcement (MVE) Expert is needed to help develop and execute complex market transformation projects in collaboration with strategic partners, with a focus on the space cooling and cold chain domains. The Expert will perform a range of functions, with a mix of global, regional and national applications in U4E's portfolio to optimize existing operations and unlock new project opportunities U4E requires an expert to support the development and implementation of market transformation projects consistent with its Integrated Policy Approach (https://united4efficiency.org/our-approach). Duties and Responsibilities The fourth International Conference on Small Island Developing States (SIDS), resulted in the adoption of the Antigua and Barbuda Agenda for SIDS - A Declaration for Renewed Prosperity (ABAS) . The ABAS is the first programme of action for SIDS that explicitly mandates a framework to measure progress. Paragraph 38 calls for a monitoring and evaluation (M&E) framework with clear targets and indicators and mandates an inter-agency task force (IATF-ABAS) to develop such framework. With support from the United Nations Department of Economic and Social Affairs (UN DESA) and the Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UN-OHRLLS), the IATF-ABAS developed a draft framework in close collaboration with Member States and relevant UN agencies. The framework was endorsed by the General Assembly in December 2025. The ABAS M&E framework provides a structured basis for tracking progress in the implementation of the Agenda. It translates the political commitments of the ABAS into concrete targets and indicators to ensure accountability at the national, regional, and global levels. The framework comprises 59 targets and 83 indicators, organized across seven sections. The indicators cover more than 100 of the 133 commitments contained in the ABAS. Global and national reporting on the framework will begin in 2026, marking a transition from framework development to implementation. In this context, UN DESA requires the expertise of a consultant to provide substantive, technical and coordination support to the operationalization of the ABAS M&E framework. Reporting and implementation • Support the development and maintenance of the ABAS database, including the compilation, validation, and organization of data and metadata for ABAS indicators; • Contribute to the development of metadata, methodological documentation, and data standards to ensure consistency, transparency, and comparability of ABAS indicators; • Assist in ensuring alignment and interoperability with existing UN data platforms, including the UN Data Commons and the global SDG database; • Prepare the Secretary-General's report and its Statistical Annex; • Provide technical support to SIDS in the implementation of the ABAS M&E framework, including on data collection, validation, and reporting; • Support the operationalization of the ABAS reporting mechanism, including facilitating communication and coordination among national statistical systems, custodian agencies, and other stakeholders; • Assist in addressing data gaps and reporting challenges, including through guidance to countries on methodologies, data sources, and alignment with existing SDG reporting processes. 2. Capacity development • Design, develop, and deliver in-person and virtual capacity building activities (including workshops, training sessions, events, and guidance materials) to strengthen national capacities for ABAS reporting and implementation; • Coordinate with regional and international partners, including custodian agencies, regional commissions, and relevant regional organizations, to ensure coherent and complementary support to SIDS; • Facilitate knowledge-sharing and peer learning among SIDS on data, reporting practices, and institutional coordination. 3. General programme support • Provide inputs to the preparation of concept notes, project proposals, and other materials related to ABAS implementation and capacity development; • Support coordination with partners and stakeholders to advance implementation of ABAS-related activities. 4. Innovation should be seen as an intentional practice, supported by safe spaces for experimentation and an institutional culture that values learning. This requires an enabling environment for public sector innovation, including comprehensive policy frameworks that promote flexibility in processes and working methods, while fostering creative and adaptive mindsets among public servants. In this context, the United Nations Department of Economic and Social Affairs (UN DESA), through its Division for Public Institutions and Digital Government (DPIDG), launched the project Strengthening National Capacities to Design and Implement Public Sector Innovation Strategies for Accelerating Progress Toward the Sustainable Development Goals (SDGs). The project supports governments in articulating clear innovation strategies aligned with national development plans and SDG implementation frameworks. As part of this initiative, a national study will be conducted for the Philippines to assess the current public sector innovation landscape and support the Government in strengthening its innovation frameworks in line with national priorities. Under the direct supervision of the Programme Management Officer and Governance and Public Administration Officer of the Division for Public Institutions and Digital Government of UN DESA, the consultant will undertake the following tasks: 1. Identify and analyze key events, policies, or initiatives that have shaped the country's current public sector innovation landscape to better understand how public sector innovation has evolved. 2. Identify and analyze the intended objectives and desired outcomes of public sector innovation and AI governance capacity within the national contexts. 3. Identify and analyze the institutional leadership, existing strategies, and governance structures for public sector innovation and AI governance at the national level with reference to effective practices at the sub-national level where relevant, and produce a mapping of key institutional stakeholders working on public service innovation, including their roles and relationships with each other. 4. Identify and analyze key enablers and barriers to public sector innovation, including the legal and regulatory frameworks, leadership, funding and resource availability, human capacities and human resource policies in public organizations, and organizational culture. 5.
