• Lead the design, implementation, and continuous improvement of national outreach strategies that connect DoD stakeholders with HBCUs, MIs, K-12 institutions, and university-level STEM programs. • Develop and enhance networks across DoD components, military branches, academia, and government partners to support research and educational initiatives. • Provide strategic guidance on outreach methods, program visibility, and applicant engagement to ensure broad national reach. • Oversee the creation, design, and distribution of advertising, informational materials, and application documents. • Identify and leverage appropriate media channels to reach diverse and qualified applicant pools. • Ensure outreach efforts are comparable to nationally recognized STEM education and technology programs. • Manage the full lifecycle of application processing, including distribution, receipt, logging, sorting, evaluation tracking, and secure data management. • Oversee the development and maintenance of secure systems for storing, tracking, and reporting application data. • Ensure timely dissemination of announcements, application forms, evaluation materials, and program updates. • Direct day-to-day program operations, ensuring alignment with DoD and DEVCOM ARL requirements. • Manage program budgets, personnel assignments, subcontractor activities, and contract deliverables. • Prepare and deliver detailed reports, briefings, and documentation to government stakeholders. • Coordinate with internal and external partners to ensure seamless execution of outreach and program activities. • Serve as the primary point of contact for government sponsors, academic institutions, and partner organizations. • Facilitate collaboration across diverse stakeholder groups to support program goals and long-term STEM pipeline development.
Job Requirements
- Master’s degree in a related field (STEM, Education, Program Management, Public Administration, or similar)
- Minimum of 10 years of experience managing STEM-related programs, outreach initiatives, or large-scale education/research support projects
- Demonstrated expertise in planning, coordinating, directing, implementing, and reporting complex program activities
- Proven experience managing budgets, personnel, and contracts within government or federally funded environments
- Strong communication, leadership, and stakeholder-engagement skills
- Experience supporting DoD, Army, or federal research programs (preferred)
- Background working with HBCUs, MIs, or national STEM education initiatives (preferred)
- Familiarity with secure data systems, application management workflows, and federal reporting requirements (preferred)
