As a Manager Subcontracts 3, you'll be a linchpin in missions of paramount importance, defining the art of the possible from day one. The primary location for this position is McLean, VA or Chandler, AZ. FT remote work may be considered for the right individual. - Leads team of ~10 Individual Contributors Subcontracts Administrators through the execution of all phases of the Subcontracts lifecycle. - Supports Subcontracts Administrators through all phases of the Subcontract including requests for proposal, contracting strategy, contract negotiation, contract administration and contract closeout. - Acts as the Subject Matter Expert (SME) for Subcontract activities relating to negotiating, interpreting and implementing contract terms and requirements. - Advises management of contractual rights and obligations. - Performs independent research and analysis of complex and strategically important risks related to suppliers. - Coordinates with cross-functional teams on complex issues and risks to develop and present appropriate mitigation plans. - Coordinates with Contracts team on proposed new or revised contract terms or requirements. - Identifies and closes knowledge gaps across all Subcontract Specialist levels by creating and presenting training. - Manages performance of subcontracts, ensuring compliance with all public law requirements and company policies. - Manages and develops strategic/key suppliers. - Reviews and approves supplier payment as needed. - Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement. Qualifications - Bachelor’s Degree with 8+ years of experience in Subcontracts Management, Procurement, Program Management or Contracts Management – OR - Master’s Degree with 6+ years of experience in Subcontracts Management, Procurement, Program Management or Contracts Management. - Demonstrated experience providing subcontracting process and compliance guidance. - Must have demonstrated subject matter expertise with FAR and DFARS provisions and GSC policies and procedures. - Must have proven subcontract management experience for subcontracts in excess of $50 Million from cradle to grave. - Must have a minimum of 3 years’ experience leading a team, process, and/or projects. - Aerospace and Defense experience. Requirements - Master’s Degree in Business, Global Supply Chain or Project Management (preferred). - Experience working on high dollar production and/or development Subcontracts with complex contract types. - Experience managing a team of direct reports. - Experience with contract terminations and closeouts. - Experience conducting presentations to and collaborating with Senior Leadership. - Internal Northrop Grumman Subcontracts experience. - Knowledge of Earned Value Management System. - CAM Experience or Training. - Risk mitigation experience. - Negotiating skills with contracts in excess of $100 million. Role Description Provide key support to the Senior Manager, Operations by effectively managing and providing a point of escalation to an assigned portfolio of test delivery points across the EMEA region. Ensure that the test delivery points have adequate trained staff. Provide coaching and training to Test Centre Managers and Test Centre Administrators in testing locations and make recommendations to improve performance at the test delivery points. Conduct proactive analysis of available data to identify areas of underperformance for intervention and implementing best practices. Instigate and manage remediation plans as required using a number of methods, including remotely and in person to conduct site audits and in-person training, including short-notice travel across EMEA. Main Duties & Responsibilities - Work closely with the Channel Engagement Managers (CEM) to drive improvements throughout the sub region. - Work cross-functionally to meet test center servicing needs and ensure high levels of candidate satisfaction. - Build effective working relationships with operational services team and site employees in assigned portfolio of sites within the region. - Eliminate the re-incidence of operational issues by identifying trends, developing corrective action plans, and executing those plans through to measured improvement in performance. - Work in a team-based environment promoting a service excellence culture. - Provide coaching and assistance as required to managers in testing locations under your remit. - Perform other duties as assigned. - Take on global projects as assigned to support the improvement or implementation of a new service or client. - Communicate to test delivery points and internally to senior management progress of assigned portfolio and articulate any challenges. - Escalate any challenges that directly impact test delivery, or the candidates experience at a test delivery point. Qualifications - 1+ year proven track record in effectively managing partner relationships including training and development of team members and ability to discuss operations at business owner level. - Must have proven team leadership skills and presentation skills with the ability to deliver information to a variety of audiences. - Works well under pressure in a fast-paced environment. - Excellent interpersonal and communication skills in-person, over telephone, email, and other platforms. - Ability to travel to testing locations including short notice travel.
