Capture & Close Manager
Red Cell Partners
• Lead Capture Strategy • Develop and execute capture plans for priority opportunities across the DoD and broader federal market. • Partner with customer-facing teams and growth leaders to gather customer insight, shape requirements, and refine opportunity strategy before solicitation. • Build win themes, discriminators, competitor analysis, and teaming strategies that improve probability of win. • Support bid/no-bid decisions, stage-gate reviews, and pursuit of governance for the highest-priority deals. • Partner with finance, legal, and engineering to shape pricing strategy, cost narratives, and contract structures that are competitive, compliant, and executable. • Lead the transition from capture to award by ensuring alignment across customer need, solution approach, pricing, realistic timelines, and contractual path. • Support negotiations and contract finalization in partnership with legal, finance, and executive stakeholders. • Partner with proposal management and writing support to ensure proposals are compliant, persuasive, and tightly aligned to win strategy.
Job Requirements
- 8+ years of experience in capture management, contracts, proposal strategy, or business development within defense, aerospace, or national security markets.
- Proven experience leading or materially shaping full-lifecycle federal pursuits from capture through award.
- Strong understanding of DoD and federal acquisition pathways, including FAR/DFARS; familiarity with OTAs, SBIR/STTR, IDIQs, and related vehicles strongly preferred.
- Experience building win themes, competitor analysis, teaming strategies, pricing approaches, and governance.
- Ability to translate complex technical capabilities into compelling pursuit strategy and evaluator-facing value propositions.
- Experience partnering closely with proposal-management resources rather than having to personally own every aspect of proposal production.
- Active U.S. security clearance preferred; ability and willingness to obtain one required.

• Manage an active vocational caseload working with individuals with a disability through the Ticket to Work Program • Provide job search assistance to beneficiaries including sending job leads, job boards, resume reviewing and/or writing, career exploration, job interviewing practice, discussing return to work barriers and resources • Manage a large volume of phone/emails/texts conversations with beneficiaries and build rapport and redirect conversation, as needed, and as appropriate • Provides on-going education to the beneficiary about the Social Security Administration Ticket-to-Work program, and encourages on-going participation including paystub submission at time of return to work • Verifying the beneficiary’s employment goal is appropriate and achievable • Support and coach the beneficiary while applying for jobs, and job retention • Assist beneficiaries in scheduling job interviews and schedule follow-up calls with beneficiaries to assess interview result • Complete Social Security forms as required • Conduct conference calls with beneficiaries and social security • Assist employed beneficiaries with workplace accommodations/disclosure or assistance finding new employment • Other duties as assigned
• Respond to outreach and answer guests' questions to secure their participation in our show • Coordinate between guests and clients, including creating prep materials, questions, and scheduling • Collaborate with content writers, editors, video producers, and graphic designers to create all episode collateral • Upload podcasts to our hosting platform and distribute them to platforms like Apple and Spotify • Upload episodes to clients' websites and other relevant platforms
• Accountable for achieving the final clinical deliverable within the time period specified in the contract with the customer • Interprets data on complex issues and makes good business decisions with support from line management • Manage all aspects of monitoring operations and quality for assigned studies
