Job Description

Contracts Manager

ICF

• Provide proposal and contracts support for Requests for Proposals and active contracts with commercial and state and local clients across the nation • Review and negotiate reliance letters for the purpose of clients’ financial transactions • Prepare, review, and manage documentation and forms required for state and local proposal submissions • Lead the contract review and negotiation process for new proposals, RFP awards, amendments to existing contracts and new contracts • Maintain all required contractual documentation • Negotiate robust terms and conditions, including indemnification, limitation of liability, intellectual property, ownership, insurance, and liquidated damages • Review and negotiate non-disclosure agreements, teaming agreements and subcontract agreements • Identify contractual and/or RFP terms which may pose risk to the company and provide recommendations where applicable on strategies to mitigate • Provide guidance and oversight, and work with client representatives to resolve operational and contractual issues • Proactively assess critical contract obligations and contract provisions • Advise on contract revisions to better meet the needs of the Client and ICF • Support data calls, maintain compliance with SOX and other governmental requirements • Handle multiple priority tasks and proposals effectively

Job Requirements

  • 5+ years’ experience negotiating terms and managing commercial and state & local contracts
  • 5+ years’ experience working with relevant laws, regulations, terms, conditions, and policies governing commercial and state and local contracts
  • Bachelor’s Degree (preferred)
  • Familiarity with Engineering contracts and the utility industry (preferred)
  • Familiarity with Deltek tools such as Costpoint and Contract Management Systems (preferred)
  • Solid skills with Microsoft Office (e.g., Word, Excel, Teams, Copilot, SharePoint)
  • Excellent oral and written communications
  • Strong attention to detail and ability to multi-task
  • Effective interpersonal, communication, and time management skills
  • Self-starter and able to take initiative in solving problems
  • Strong organizational, analytical and problem-solving skills
  • Ability to build collaborative business relationships both internally and externally.
  • Must be able to collaboratively work with geographically diverse internal clients.
