Urban Planning and Development Officer

Role Description La Mission territoriale Ouest (MTO) effectue les missions régaliennes liées aux documents d'urbanisme (PLU) et aux projets d'aménagement opérationnel (ZAC). Elle est l'interlocuteur privilégié des collectivités et des autres partenaires (EPA, aménageurs...) en matière d'aménagement et de planification et joue un rôle de conseil et d'accompagnement. Vous exercez les fonctions territorialisées propres au territoire de Grand Orly Seine Bièvre (EPT12) notamment pour : - suivre et instruire les évolutions des documents d'urbanisme (PLU actuels et PLUi en cours d'élaboration) et des projets d'aménagement, particulièrement les secteurs à enjeux (PPA notamment) ; - préparer les contributions et avis de l'UD en matière d'aménagement commercial, d'agrément pour les constructions à vocation économique et avis de l'Autorité Environnementale ; - acquérir et pérenniser une connaissance des territoires, de ses enjeux, acteurs et potentialités de développement. Pour les besoins du service, vous pourrez également participer aux missions équivalentes sur l'EPT10 (Paris Est Marne et Bois) et l'EPT11 (Grand Paris Sud Est Avenir). Vous êtes placé(e) sous l'autorité hiérarchique de la responsable de la mission territoriale Ouest. La mission territoriale Ouest se compose de deux chargé(e)s d'études et d'une responsable. Vous exercez vos missions en relation avec la responsable de service, ses adjoints et en transversalité avec les autres pôles qui composent le service planification et aménagement des territoires. Vous serez amené(e) à travailler en lien avec les autres services, les autres UD et les services régionaux de la DRIEAT. Vous aurez l'opportunité de développer votre réseau en travaillant également avec les autres services de l'État, collectivités, opérateurs des transports et de l'aménagement, etc. Vous serez amené/e à vous déplacer sur le territoire du Val-de-Marne et la région Ile-de-France (réunions, groupes de travail régionaux, visites de terrain). Qualifications - Compétences techniques : indispensables, requises au moins en partie et à développer par les formations et le compagnonnage. - Connaissance en matière de planification urbaine, d'urbanisme, d'aménagement. - Intérêt pour les enjeux de transition écologique (mobilité, transition énergétique, préservation des ressources, ville et bâtiment durables). - Curiosité pour les enjeux urbains en lien avec ces thématiques. - Esprit d'analyse et de synthèse, qualité de rédaction. - Capacité d'initiative, sens de l'organisation. - Sens et goût du contact avec les partenaires internes et externes. - Capacités à travailler en équipe. Requirements - Une expérience dans les domaines de compétences de l'aménagement et de l'urbanisme serait un plus et à défaut un intérêt pour les enjeux urbains serait apprécié.
