Senior Manager, Subcontracts Program Management

• Lead subcontract planning, proposal review, supplier evaluations, and overall subcontract strategy development • Provide business guidance to internal teams by offering market insight and supply chain support • Lead supplier negotiations and partner with the Supply Chain Contract Manager to prepare and negotiate contractual documents • Manage proposal preparation and oversee the execution and performance of complex subcontracts • Monitor subcontract performance, manage Cost Account Manager duties, and provide regular updates to internal stakeholders and senior leadership • Oversee subcontract products and services, including obsolete parts, production needs, on time delivery, and future product or service roadmaps • Conduct supplier visits and maintain strong working relationships with supplier leadership and L4 program management • Represent the company on matters involving legal requirements, customer specifications, and government regulations • Provide direction for subcontract activities and oversee work performed by Subcontract Administrators, Buyers, and Supply Chain Contract Managers • Lead internal department cadence reviews and internal customer cadence reviews • Manage program cost, schedule, and risk and support the execution of programs with significant subcontract content and total values above fifty million dollars or critical to mission success • Develop and execute subcontract plans, identify qualified suppliers, prepare the Supplier Statement of Work, and develop new supply sources as needed • Support programs with moderate to high risk and complexity while working independently and applying sound judgment in subcontract and compliance activities

Job Requirements

  • Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience
  • Demonstrated experience managing subcontracts projects using Earned Value Management System (EVMS) methodology and Cost Account Management (CAM) activities
  • Prior experience applying acquisition policies and procedures, including the Truth in Negotiations Act (TINA), within a government contracting environment
  • Prior experience working with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)

Job Summary The Sr. Manager, Data Governance will play a pivotal role in maturing our data governance framework. This position requires deep expertise in data governance principles including Master/Reference Data, with hands-on experience managing tools and processes on traditional tech stacks while leading the adoption of innovative, automated practices using modern tools like Atlan, Reltio, Databricks, Snowflake, Salesforce, and AWS. Leading a team of 3 Data Governance Analysts, you will collaborate with cross-functional technology teams and business domain owners and their designated stewardship to ensure data governance policies, procedures and deliverables are executed as part of both our Strategic Programs and BAU activities across Comcast Advertising business domains. Job Description Core Responsibilities - Work with Domain Owners/Data Stewards to define Data Governance Epic Scope and Identify new CDEs with proper Business Glossary Definitions; Define the necessary Data Quality and Reconciliation Rules/Business Logic required to ensure the efficacy of CDEs, Work with Data Engineering to ensure we capture Technical Lineage for our CDEs, Implement CDE Data Quality Rules, Reconciliation Controls and corresponding Quality Dashboards - Automate CA Data Governance processes in our Metadata/MDM tooling (i.e. Match-Merge Resolution, etc.); Lead Data Remediation activities with Technology Platform Owners and cross-functional teams; Maintain/Publish Data Governance Reporting/Status for all activities; etc. - Implement comprehensive data governance practices, including data stewardship, metadata management, data lineage, quality assurance, identification and governance of Critical Data Elements, promotion of data ethics and responsible AI practices, and master data management processes across multiple domains. - Lead the maintenance and optimization of data governance ensuring compliance with regulatory requirements (e.g., GDPR, CCPA) and internal standards. - Drive the rollout of new, automated data governance practices by integrating tools like Atlan for advanced metadata management, cataloging, automated data profiling (via Playbooks), governance workflows (for approvals, access requests, metadata enrichment, and policy enforcement), Reltio for master data management (including advanced match, merge, survivorship, and golden record creation for entities such as Salesforce Accounts, Opportunities, and related objects), and platforms such as Databricks (Unity Catalog), Tableau Cloud and Snowflake. - Conduct assessments of current data assets across domains and legacy sources, identify gaps (including profiling insights and CDE prioritization), and create roadmaps for migrating governance processes from older tech stacks to modern, automated tools that enable hybrid governance models (balancing domain-led ownership with enterprise standards) while addressing domain-specific requirements. - Collaborate with IT, Data Engineering, analytics, business stakeholders, and domain leads (e.g., in Finance, Customer, Supply, Audience, Measurement & Attribution) to define data ownership, establish enterprise-wide data catalogs, identify and document Critical Data Elements , drive data literacy and change management initiatives across the organization, and implement automated workflows for data classification, auditing, access management, identity and access governance, third-party data sharing, issue resolution, and quality enforcement. - Mentor and lead a team of 3 Data Governance Analysts, providing guidance on best practices in data governance and MDM, AI-readiness, training on both traditional and emerging tools, and fostering a collaborative, high-performance team environment. - Monitor data governance metrics and program effectiveness across domains, perform root cause analysis for recurring data quality issues, report insights to leadership, and recommend improvements to enhance data trustworthiness, operational efficiency, and business outcomes while driving measurable business value through governed data. - Stay abreast of industry trends in data governance, MDM, and advertising technology, and contribute to data strategy, including vendor evaluations and proof-of-concept initiatives. - A key focus will be identifying, defining, and governing Critical Data Elements to prioritize governance efforts on the most business-critical data assets and promote ethical, responsible data use in support of AI initiatives. - Additional duties as determined and assigned. - Consistent exercise of independent judgment and discretion in matters of significance. - Regular, consistent and punctual attendance.
