Role Description Placé(e) sous l’autorité du Directeur du Numérique, le Chef de Projet SI conduit les projets informatiques dans le cadre de la stratégie numérique de la Ville. Il participe à la conduite du changement en accompagnant les directions dans leurs projets de transformations numériques, notamment celui de l’amélioration de la relation usagers. - Participer à l’élaboration de la stratégie du numérique et à sa déclinaison opérationnelle. - Elaborer le cahier des charges et les rétro-plannings afférents au projet. - Participer à la définition des processus métiers et en évaluer les impacts. - Participer à la définition des ressources nécessaires à la réalisation et la réussite du projet. - Assurer le pilotage, le suivi et la coordination du projet, et notamment celui de l’amélioration continue de la relation usagers en lien avec le responsable du guichet unique. - Piloter et mesurer l’état d’avancement du projet et rectifier, le cas échéant, les incohérences et dysfonctionnements techniques constatés. - Mesurer le degré de qualité et la pertinence des outils en fonction des besoins exprimés. - Participer aux phases de suivi et de maintenance évolutive et corrective des solutions déployées. - Assurer la relation avec les prestataires informatiques dans le respect des engagements contractés. - Être force de proposition et ouverts aux innovations, en particulier dans le cadre de l’amélioration du parcours usagers. - Animer un réseau de référents numériques (sensibilisation et conseils notamment sur les thématiques RGPD et sécurité informatique). Qualifications - Méthode de gestion de projet. - Connaissance des enjeux organisationnels des projets SI. - Bonne connaissance des Systèmes d'Information, des architectures techniques. - Rigueur et autonomie pour gérer tous les aspects projet (délai, coût, qualité…). - Bon relationnel. - Capacité à animer des équipes pluridisciplinaires, à fédérer les acteurs. - Qualités rédactionnelles et esprit de synthèse. Requirements - Diplôme ou niveau requis : Bac +2/4, BTS/DUT ou supérieur. - Avoir une expérience significative dans le pilotage de projets informatiques. - Expérience de 2 ans minimum dans un poste équivalent. - Savoir maîtriser les techniques de conduite d’un projet et agir en transversalité. - Maitrise des techniques et outils de BI, bases de données et langages de développement associés. - Bonnes connaissances sur un ou plusieurs logiciels propres aux collectivités territoriales. - Savoir communiquer et travailler en équipe. - Etre méthodique, organisé(e) et rigoureux(-se).
