Key Responsibilities Team Leadership and Development • Direct and support a team of program/project managers by providing coaching, development planning, and performance feedback. • Build project management capabilities through training, knowledge-sharing, and fostering a culture of continuous growth. • Promote consistency in project methodology, tools, and delivery excellence across the team. Resource and Capacity Management • Align resource planning to portfolio priorities, identifying capacity constraints and enabling effective allocation. • Partner with functional leaders to resolve staffing challenges and maximize team effectiveness. Risk and Issue Management • Identify and manage portfolio-level risks, dependencies, and issues across programs. • Collaborate with stakeholders to build mitigation plans and escalate critical concerns as needed. Financial and Performance Management • Oversee financial aspects of the portfolio, ensuring alignment with budget targets and ROI expectations. • Partner with Finance and Product leads on cost-benefit analysis and strategic investment planning. Stakeholder Communication and Engagement • Serve as a key liaison between business stakeholders and project delivery teams, ensuring transparency and alignment. • Provide clear updates on portfolio progress, challenges, and value delivery to executive leadership. Continuous Improvement • Analyze delivery trends and outcomes to drive process improvements and portfolio optimization. • Lead efforts to evolve tools, frameworks, and metrics that enhance effectiveness and maturity of the PMO. Basic Qualifications (must to haves) - Bachelor’s Degree. - 10+ years proven experience in Program Management using the best practices of Project Management in the software and/or hardware engineering field. - 5+ years team management experience of co-located, remote, and nearshore/offshore teams. Preferred qualifications - Experience with Lean, Waterfall, New Product development - Strong communication, interpersonal, and presentation skills - Project management certification (PMP) a plus - Ability to deal with ambiguity in a fast-paced environment where not all processes and procedures are clearly defined. Position Overview: Tetra Tech is seeking an experienced Program Manager with direct FEMA Public Assistance (PA) experience to oversee multiple PA projects within our Disaster Recovery Division. You will lead client facing teams that translate federal requirements into timely, compliant grant outcomes. Responsibilities include representing Tetra Tech with clients, FEMA, engineers, and applicants; organizing and submitting documentation in the Grants Portal; preparing Project Worksheets (Categories A-G) and Cost Estimates; drafting and responding to RFIs; and driving projects from intake through closeout. This role blends hands-on grant delivery, applicant advocacy, and frequent travel for onsite assessments and stakeholder coordination, while ensuring program consistency, quality, and financial performance across an operational area. This position will require travel periodically for extended periods based on project and company needs.
