Description Serves as a senior-level leader responsible for high-level analysis and coordination of program schedules, timelines, procurement, staffing, and budgets across an entire program or service. Oversees financial management, methodologies, and resource allocation to ensure technical requirements are met. Leads and directs technical teams, establishes goals and strategic plans aligned with program objectives, and serves as the primary point of contact for the client and Contracting Officer as needed. Key Responsibilities: - Lead executive and business/IT implementation support across VER, USCIS, DHS, and external agencies. - Drive Agile adoption and governance, including governance artifacts, performance reviews, and project accountability. - Lead operational readiness and change management planning for transitions, rollout strategies, and user readiness. - Oversee program and project management activities such as roadmaps, implementation plans, risk mitigation, monthly status reporting, testing, integration, deployment, and post-deployment evaluation. - Support business process improvement, continuous improvement activities, and data-driven decision-making. Requirements Experience: Minimum of 10 years of progressive experience in program and project management, including at least 5 years managing large-scale, complex federal programs or initiatives with a focus on immigration Certification: One or more of these certifications required: Project Management Professional (PMP), Program Management Professional (PgMP), Agile, or SAFe Skills/Competencies: Demonstrated ability to lead cross-functional teams and manage competing priorities. Experience with Agile methodologies, program planning, risk management, and performance reporting. Strong communication and stakeholder engagement skills at the executive level. Five years of experience with immigration policy, exposure to the agencies and offices operating in the immigration ecosystem, and the DHS systems used for identity management and immigration status. Education: Master’s degree in Business Administration, Public Administration, Information Technology or a related field Work Location: Camp Springs, MD; Remote locations as authorized under USCIS telework policies Clearance: Must be a U.S. citizen and comply with all DHS and USCIS security requirements, including completion of background investigations and adherence to access restrictions.
