Description Expert business analyst and facilitator responsible for analyzing business processes, identifying improvement opportunities, and guiding discussions that lead to solutions aligned with organizational goals. The role gathers and documents requirements, collaborates with stakeholders, supports successful project implementation, and acts as a liaison between business units and technical teams throughout the project lifecycle. Key Responsibilities: - Analyze business processes and document requirements, including process flows, use cases, and functional specifications. - Facilitate cross-functional collaboration and support policy and operational alignment. - Support Agile adoption, governance, retrospectives, backlog prioritization, and sprint planning. - Lead process improvement, reengineering, workflow optimization, and implementation planning. - Support operational readiness, user acceptance testing, deployment readiness, and postproduction activities. - Develop and track KPIs, dashboards, workload and performance metrics, and data-driven recommendations. Requirements Experience: Minimum 8 years of experience as a business analyst or SME, including at least 5 years supporting federal programs in process optimization, requirements analysis, and system integration with a focus on immigration. Certification: Certified Business Analysis Professional (CBAP), Agile Certified Practitioner (PMI-ACP), or equivalent. Skills/Competencies: Expertise in requirements gathering, process mapping, and workflow optimization; strong understanding of Agile methodologies, testing, and system deployment; ability to translate complex technical concepts into actionable business solutions: 5 years of experience with immigration policy, exposure to agencies and offices in the immigration ecosystem, and DHS systems used for identity management and immigration status verification. Education: Bachelor’s degree in Business, Information Systems, or related field. Description This role functions as both as a communications and organizational change management journeyman and as a journeyman communication strategist and organizational change management role. It is an experienced communications and change professional who guides organizations through transitions by planning, communicating, and executing change to minimize resistance, address concerns, provide support, and engage leaders, stakeholders, and diverse audiences so new processes, technologies, or structures are adopted smoothly. Key Responsibilities: - Develop and execute change management strategies for business process and technology transitions. - Build and deliver communication plans, training support, stakeholder engagement, and rollout support. - Support operational readiness and coordinate communication around adoption activities. - Develop communication strategies aligned with VER, FOD, USCIS, and DHS priorities. - Facilitate stakeholder awareness campaigns, training sessions, feedback loops, FAQs, and continuous improvement activities. - Use best practices and tools to create communication products that drive awareness, acceptance, and buy-in. Requirements Experience: Minimum 7 years of experience developing and executing strategies for federal programs. Certification: Prosci Change Management Certification or similar professional certification. Skills/Competencies: Expertise in executive-level communications, messaging frameworks, and stakeholder engagement; experience supporting organizational change management initiatives; strong writing, editing, and presentation skills for diverse audiences; ability to coordinate across functional teams to ensure clear, consistent messaging; experience drafting strategic communications for DHS or USCIS operational. Description Serves as a senior-level leader responsible for high-level analysis and coordination of program schedules, timelines, procurement, staffing, and budgets across an entire program or service. Oversees financial management, methodologies, and resource allocation to ensure technical requirements are met. Leads and directs technical teams, establishes goals and strategic plans aligned with program objectives, and serves as the primary point of contact for the client and Contracting Officer as needed. Key Responsibilities: - Lead executive and business/IT implementation support across VER, USCIS, DHS, and external agencies. - Drive Agile adoption and governance, including governance artifacts, performance reviews, and project accountability. - Lead operational readiness and change management planning for transitions, rollout strategies, and user readiness. - Oversee program and project management activities such as roadmaps, implementation plans, risk mitigation, monthly status reporting, testing, integration, deployment, and post-deployment evaluation. - Support business process improvement, continuous improvement activities, and data-driven decision-making. Requirements Experience: Minimum of 10 years of progressive experience in program and project management, including at least 5 years managing large-scale, complex federal programs or initiatives with a focus on immigration Certification: One or more of these certifications required: Project Management Professional (PMP), Program Management Professional (PgMP), Agile, or SAFe Skills/Competencies: Demonstrated ability to lead cross-functional teams and manage competing priorities. Experience with Agile methodologies, program planning, risk management, and performance reporting. Strong communication and stakeholder engagement skills at the executive level. Five years of experience with immigration policy, exposure to the agencies and offices operating in the immigration ecosystem, and the DHS systems used for identity management and immigration status.
