• Lead end-to-end proposal management for federal, state, local, and international opportunities and provide ad hoc proposal support, as requested • Integrate cross-functional teams (capture, technical, pricing, recruiting, teammates, leadership) to implement capture strategies and exceed solicitation scoring expectations. • Analyze, review, and fully understand solicitation language to ensure compliance. • Apply strong communication and problem-solving skills to guide development of tailored, winning solutions. • Ensure on-time delivery of compliant, compelling proposals for all assigned opportunities. • Write and edit proposal content, including executive summaries, past performance, resumes, and management/technical content as needed. • Oversee proposal production, formatting, graphics coordination/development, quality assurance, and final delivery. • Manage version control, access, and collaboration tools to support efficient proposal development. • Contribute to continuous improvement of proposal processes, tools, and overall team efficiency. • Maintain proposal content libraries and serve as a subject matter expert to internal teams.

Job Requirements

  • Bachelor’s degree
  • 5+ years of experience in government proposal management
  • Demonstrated leadership of proposals valued above $25 million, ideally for Federal agencies such as DOS, DOJ, DHS, DOD, HHS, and/or DOE.
  • Ability to distill complex technical concepts into clear and succinct prose
  • Strong knowledge of industry best practices (e.g., Shipley, Lohfeld, APMP)
  • Ability to use agile management and critical thinking to tailor processes and best practices to a wide variety of proposal types and situations
  • Knowledge of word processing programs (e.g., Microsoft Word), spreadsheet management (Excel), presentation software (e.g., PowerPoint), and collaboration tools (e.g., SharePoint, Teams, OneDrive)
  • High attention to detail and commitment to quality and compliance
  • Ability to communicate effectively in one-to-one and group settings (in person and remote), and with peers, supervisors, and clients
  • Proven ability to manage multiple deadlines and priorities simultaneously
  • Ability to perform various business development analyses
  • Superior writing, editing, and proofreading skills
