About the Role Culmen International is seeking a Proposal Manager to lead the development of compelling, compliant, and competitive proposals in response to government and international organization solicitations. What You’ll Do in Your New Role - Lead end-to-end proposal management for federal, state, local, and international opportunities and provide ad hoc proposal support, as requested - Integrate cross-functional teams (capture, technical, pricing, recruiting, teammates, leadership) to implement capture strategies and exceed solicitation scoring expectations. - Analyze, review, and fully understand solicitation language to ensure compliance. - Apply strong communication and problem-solving skills to guide development of tailored, winning solutions. - Ensure on-time delivery of compliant, compelling proposals for all assigned opportunities. - Write and edit proposal content, including executive summaries, past performance, resumes, and management/technical content as needed. - Oversee proposal production, formatting, graphics coordination/development, quality assurance, and final delivery. - Manage version control, access, and collaboration tools to support efficient proposal development. - Contribute to continuous improvement of proposal processes, tools, and overall team efficiency. - Maintain proposal content libraries and serve as a subject matter expert to internal teams. Required Qualifications - Bachelor’s degree - 5+ years of experience in government proposal management - Demonstrated leadership of proposals valued above $25 million, ideally for Federal agencies such as DOS, DOJ, DHS, DOD, HHS, and/or DOE. - Ability to distill complex technical concepts into clear and succinct prose - Strong knowledge of industry best practices (e.g., Shipley, Lohfeld, APMP) - Ability to use agile management and critical thinking to tailor processes and best practices to a wide variety of proposal types and situations - Knowledge of word processing programs (e.g., Microsoft Word), spreadsheet management (Excel), presentation software (e.g., PowerPoint), and collaboration tools (e.g., SharePoint, Teams, OneDrive) - High attention to detail and commitment to quality and compliance - Ability to communicate effectively in one-to-one and group settings (in person and remote), and with peers, supervisors, and clients - Proven ability to manage multiple deadlines and priorities simultaneously - Ability to perform various business development analyses - Superior writing, editing, and proofreading skills Desired Qualifications - APMP certification is a plus - Knowledge of desktop publishing software (e.g., Adobe Creative Suite), graphics programs (e.g., InDesign, Adobe Illustrator, Adobe Acrobat), and/or Artifical Intelligence (AI) tools in supporting proposal development is a plus. - Experience responding to international organization (e.g., UN, NATO) solicitations is a plus About the Company Culmen International is committed to enhancing international safety and security, strengthening homeland defense, advancing humanitarian missions, and optimizing government operations. About the Role Culmen International, LLC is seeking a proactive, self-starting Junior Payroll Clerk to directly support our Payroll Manager in managing high-volume US Payroll Operations. This is an ideal entry-level position for a high-energy professional who is eager to build a career in on the accounting and finance side of human resources. The successful candidate will be someone who takes extreme pride in their accuracy and is looking for a role where they can learn the complexities of corporate financial operations from the ground up. What You’ll Do in Your New Role - Direct Support to Payroll Manager: Act as a reliable right hand to the Manager assisting with day-to-day administrative tasks, audit preparation, and special financial projects. - US Payroll Processing: Assist in the end-to-end processing of semi-monthly payroll for about 330+ employees, ensuring 100% accuracy and timeliness. About the Role Culmen is seeking a highly qualified Civil Nuclear Subject Matter Expert (SME) to support technical webinars focused on strengthening institutional readiness for responsible civil nuclear energy development, including Small Modular Reactors (SMRs). What You’ll Do in Your New Role The SME will deliver 2–3 presentations addressing key foundational elements required to support safe, secure, and sustainable nuclear energy programs, including workforce development considerations for SMRs compared to conventional nuclear power plants, identification of domestic technical and institutional capabilities needed to support civil nuclear infrastructure, and development of knowledge management frameworks that enable long-term retention, transfer, and application of nuclear expertise. About the Role Culmen is hiring a Senior Full Stack Developer a high-impact Agentic AI Prototype program with the Chief Digital and AI Office (CDAO). You’ll work under the Senior Technical Lead to design, build, and demonstrate secure, production-ready agentic AI capabilities in DoD-designated cloud environments. You’ll contribute across the stack, from robust system prompts and agent logic to secure API integrations and live data connectors delivering working prototypes that meet Gov milestone acceptance. Primary work will be remote but within Government-designated secure cloud environments; occasional onsite meetings in the National Capital Region may be required. Limited travel to Contractor site in Northern Virginia as needed.
