Project Manager
The HALO Trust
• Lead the country’s operational delivery and other contractual objectives including quality assurance, monitoring and evaluation, and general oversight through field visits to project locations. • Coordinate closely with Central America regional staff, such as Construction Manager, Operations Manager, Logistics Officer and International Finance Manager. • Compile and submit internal and external reports in coordination with the Regional Support Officer and WAM PM, as required and in line with contractual obligations. • Pursue and develop new funding opportunities in Guatemala with support from the WAM PM, WAM Donor Relations Manager and other HALO HQ departments. • Ensure all project activities and tasks are conducted in compliance with HALO and donor policy. • Manage the project’s finances in coordination with the WAM PM, the International and Regional Finance Managers, including budgeting, forecasting and monitoring of expenditure in accordance with donor and HALO global financial policies. • Manage the procurement, supply levels, and movements of associated WAM equipment. • Lead the project’s stakeholder engagement, particularly with diplomatic missions in Guatemala, national authorities and government departments, CSOs and I/NGOs. • Plan, coordinate and manage HALO and external visits to the project, including global specialists for project delivery. This may include arranging travel, accommodation and briefing visitors on the project and security situation. • Manage the training, employment and vetting of project staff and beneficiaries (where applicable). • Represent HALO during major engagements with government institutions or partner events such as workshops or round table meetings. • Manage staff welfare, including morale, motivation, and discipline in compliance with HALO policy and relevant local employment laws. • Ensure HALO’s presence in Guatemala is compliant with all relevant national laws and regulations.
Job Requirements
- At least three years of international project management experience in the development sector, security sector reform or diplomatic sectors.
- Demonstrable experience in line management of staff including recruitment, training, and mentoring.
- Demonstrable experience of working with government institutions and ministries.
- Experience developing, monitoring and managing budgets.
- Exceptional organisational skills and ability to manage multiple deadlines, plus contractual compliance.
- Strong numeracy and IT skills are essential, and proficient in the use of Microsoft Office.
- Strong IT skills, highly proficient in the use of Microsoft Office.
- Advanced English language skills, both spoken and written. Equivalency with CEFR – Level C1
- Desirable Requirements:**

- Recognised technical qualification or experience delivering activities related to ammunition technical fields, firearms control, Explosive Ordnance Disposal, or construction.
- Experience of working in WAM, Arms Control, Security Sector Reform or related field.
- Knowledge of Modular Small-arms-control Implementation Compendium (MOSAIC) and International Ammunition Technical Guidelines (IATGs).
- Experience of managing international research projects related to security or firearms control.
- Previous experience working alongside host-nation security institutions.
- Knowledge of or experience working in Latin America.
- Experience in international development.
- Experience working on projects relating to gender and women’s empowerment.

• Oversee environmental project management, advance business development, serve clients, and build a high performing team. • Coordinate with project teams on tasks including field surveys and environmental permitting. • Prepare/review necessary project reports and materials. • Prepare studies, evaluations, and NEPA documentation for environmental projects. • Ensure compliance for air quality, hazardous waste, storm water, and site remediation.
• Lead and manage Property Resilience Assessments in accordance with ASTM E3429, with a primary focus on flood hazard, extreme precipitation, sea level rise, storm surge, and related water driven risks. • Serve as the technical lead for flood risk evaluation, including interpretation of FEMA FIRMs, Flood Insurance Studies, parcel level flood exposure, freeboard considerations, and flood protection systems. • Evaluate site conditions, building elevations, critical equipment locations, drainage patterns, and site constraints through desktop review and field investigations. • Integrate climate projections, flood modeling outputs, and third-party hazard data into PRA findings, clearly communicating assumptions and limitations. • Develop clear, actionable vulnerability and mitigation recommendations related to flood risk, including conceptual adaptation strategies and order of magnitude cost considerations. • Perform and oversee site visits, interviews, and data collection to support PRA Stage 2 and Stage 3 assessments. • Review and provide quality control for PRA deliverables prepared by other project managers and staff, with emphasis on flood related sections and technical accuracy. • Coordinate with internal AEI teams and external subject matter experts as needed to support complex flood and climate risk evaluations. • Support select FORTIFIED Commercial and Multifamily projects as needed, particularly where flood exposure intersects with resilience and performance objectives. • Communicate findings and recommendations clearly to clients, lenders, insurers, and other stakeholders through written reports and verbal presentations. • Contribute to the evolution of PRA workflows, flood hazard methodologies, and internal guidance documents. • Mentor and support the professional development of junior resilience staff and PMs. • Manage multiple projects concurrently while maintaining high standards of quality, responsiveness, and client service. • Travel for site visits and project related activities as required.
