Success requires strong map literacy, rigorous bid/compliance discipline, and practical construction judgement.

Job Requirements

  • Required Qualifications**
  • 5+ years of experience** working with telecom RFPs or proposals.
  • 3+ years of leadership or team coordination experience.**
  • Strong knowledge of **telecom infrastructure (OSP, FTTH, wireless, or fulfillment services).**
  • Experience reviewing **KMZ/KML or GIS mapping data.**
  • Strong **analytical and pricing skills**.

As part of a global company, the Senior Proposal Manager will collaborate with teams in the United States and internationally, as well as with other Allegis Group proposal teams, to develop, implement, manage, and enhance global best practices during document development. The Senior Proposal Manager is responsible for overseeing all phases of the document creation process for one of our fundamental areas of focus: RFXs. The first involves creating the content needed in response to commercial and state government requests for proposals (RFPs), requests for information (RFIs), and requests for qualifications (RFQs). Our ideal candidate has superior writing and verbal communication skills, as well as at least 6+ years of experience writing and leading collaborative document creation processes. They are looking to grow their career in proposals or contract creation, have managed the process from beginning to end in previous roles, and are well-versed in APMP and Shipley’s best practices. They are experienced in partnering with executive leadership, directors, and sales to write and respond to RFXs. The Senior Proposal Manager must excel at the day-to-day RFX activities—thriving under tight deadlines, evolving needs, and coordination with matrix teams. They are a detail-oriented writer and experienced project manager who manages their time well while supporting multiple projects that produce measurable results. Essential Functions • Partners with sales and a matrix team of internal supporting stakeholders to respond to RFXs • Supports operations by conducting kick-offs, check-ins, and reviews as well as copy editing to ensure the development and on-time delivery of high-quality, compliant documents (RFXs) • Sets clear expectations for an operating rhythm and communication norms • Manages team collaboration and communicates/tracks team action items • Serves as an initial escalation point for common risks or issues and solves or seeks leadership help in a timely manner • Grows and maintains advanced levels of technical and industry knowledge • Provides mentor-level support to core proposal center operations, including content development, editing, win/loss review, etc., as needed • Advanced ability with required technology stack RFX Functions • Analyzes and dissects RFXs for even the most complex opportunities to develop win themes and align proposal responses accordingly • Able to lead and mentor all phases of the proposal process, including, but not limited to, content management (content review and creation), process improvement, response design and development, response quality assurance, and proposal delivery • Ability to lead RFX-related improvement initiative(s) Supervisory or Management Responsibilities • Support leadership by providing peer/partner feedback for performance reviews • Significant participation in the onboarding of new team members • Serve as mentor and/or provide advice to more junior team members who seek it • May serve as team leader and task supervisor for 1-2 Junior Proposal Managers as part of an integrated team • Lead or participate in team, departmental, or company improvement initiatives Minimum Education/Abilities/Skills • Bachelor’s Degree and 6+ years of professional business writing, editing, and project/process management experience required • 3+ years of experience at TEKsystems or another Allegis company • Advanced knowledge and demonstrated ability in a variety of concepts, practices, and procedures (ex, Shipley’s proposal methodologies) required • Superior English verbal and written communication skills required – fluent ability in other languages a plus • Excellent organizational skills, including time management, as well as the ability to maintain working files and revisions of documents required • CF.APMP certification (or higher), Shipley certification, or equivalent experience preferred (for RFX-focused role) • Industry knowledge of Information Technology staffing and/or Technology Services required • Familiarity with the following technology stack required: Microsoft Office, Salesforce.com, Adobe Acrobat, SharePoint, or proposal software and related tools (like QorusDocs or Qvidian) Competencies • Shows high levels of integrity, passion, and commitment • Excellent interpersonal skills • Clear communicator and writer with English grammar skills • Ability to manage collaborative document creation process from start to end • Ability to take direction and change direction fluidly • Ability to translate complicated ideas and research into easily understood and reviewable content • Ability to work on multiple deadline-driven pursuits simultaneously • Works well under pressure • Demonstrates corporate core values of inclusion & diversity, personal and professional development, relationship building, performance, serving others, and open communications Certifications Basic APMP or Shipley certifications are a plus Proposal writing experience Job Type & LocationThis is a Permanent position based out of Dallas, TX.
