Role Description We are seeking an experienced and driven Program and Business Development Manager to join the Federal Civilian practice. This is a high-impact role blending strategic client relationship management, expert program delivery, and aggressive business development. - Serve as a thought partner and trusted advisor to senior government clients, partners, and stakeholders, shaping strategic initiatives and long-term programmatic planning. - Lead the planning, execution, and delivery of complex, global, and high-risk multi-year programs, owning scope, budget, resource allocation, and risk management. - Cultivate and manage senior client relationships, building confidence, delivering excellence, and identifying opportunities to expand consulting services. - Personally engage in and be accountable for growing revenue and sales, supporting the Federal Government, including leveraging existing relationships, developing new ones, identifying opportunities, and leading proposal development in partnership with strategic partners. - Work with the government client, Contracts, and partners to ensure successful navigation of the procurement process, including FAR regulatory processes. Qualifications - BA/BS required (MBA/Master's preferred). - PMP certification (or similar) is a significant advantage. - Proven success in acquiring and deploying solutions for Federal contracts and deep knowledge of the Federal government acquisition process. - At least 7 years of experience managing complex Federal Programs in networking, 5G, Edge Computer, and/or Artificial Intelligence. - A detailed understanding of the Federal contracting process, including the FAR regulatory process. - Superior consultative, problem-solving, and communication skills. - Extensive experience successfully leading multiple workstreams and matrixed project teams. - A clear track record of accountability for growing practice revenue and sales. Requirements - Ability to articulate a clear strategy for new program set-up and execution. - Demonstrated knowledge of the importance of contractual flow-downs through the contract process for regulatory compliance and good business practices. - Demonstrated ability to develop leadership briefings for senior government clients. About the Position The Interstate Renewable Energy Council (IREC) is seeking a highly motivated Program Manager to support IREC in achieving aggressive goals to increase the adoption of electric vehicles (EV) and EV charging. The Program Manager will work with IREC organizational partners to recruit communities and provide technical assistance to local governments pursuing designation under the U.S. Department of Energy-funded Charging Smart program. You will work as part of a small, dynamic team to help communities reduce local barriers to EV charging adoption. You will focus on permitting and inspection, planning and zoning, government operations, utility engagement, and market development, as well as other federal, state, and local EV and EV charging topics. You will also work with a broad coalition of other stakeholders, demonstrating thought leadership at both the strategic and tactical levels. The Program Manager will occasionally perform other duties and support other programs as needed to meet the objectives of a small and dynamic national nonprofit organization.
